The U.S. Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) in Washington, DC intends to award a Purchase Order to L-1 Identity Solutions, of Bloomington, MN, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures.
The purpose of this purchase order is to obtain twenty-seven (27) TP-4100 Treated Platen Kits, inclusive of shipping. These supplies are required in support of EPA’s EPASS program and are additional supplies needed for the TouchPrint 4100 fingerprint scanner. To reduce fingerprint capture errors, a treated platen kit (rubberized film that is placed over the window scanner) is required for all TP-4100 devices.
The TP-4100 and its accessories is unique to L-1 Identity Solutions and is not manufactured by any other company. As the manufacturer of the equipment, L-1 is the only provider to offer platen kits that will suit the exist machines.
The North American Industry Classification System (NAICS) code for this procurement is 334119.
NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE.
Based on market research and other available information, it has been determined that L-1 Identity Solutions is uniquely qualified to satisfy the Government’s requirement as it is the original manufacturer of the system and is the only company able to provide the required supplies.
Notwithstanding, any firm that believes it is capable of meeting EPA’s requirement, as stated herein, may submit their corporate capabilities, which if received by the response date of this announcement may be considered. Responses to this posting must be in writing and submitted to Nicole Humphrey, Contracting Officer, at humphrey.nicole@epa.gov by the response date/time listed above. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
