This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The title and RFQ number for this request for proposals “Environmental Finance Education & Training” – RFQ-PR-OCFO-11-00303; shall be referenced on any quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54.

The Center for Environmental Finance (CEF) in the Office of the Chief Financial Officer (OCFO) seeks contractor support for providing environmental finance education and training to EPA employees. The purpose of this requirement is to support the design and implementation of an educational and training program in environmental finance. This program shall consist of graduate-level college courses in environmental finance strategies and solutions, environmental finance project analysis, environmental law and finance, and public policy and the environment. The courses shall be taught by the faculty of a college, university, or other organization both of which (faculty and institution) are accredited by an U.S. Department of Education-recognized accreditation association. The program shall be offered on-site at an EPA headquarters facilities location.

Any firm believing itself to be capable of meeting EPA’s requirement, as stated within the RFP, Instructions, and the Statement of Work, may submit a proposal, which, if received by the response date and time of this announcement shall be considered. LATE RESPONSES WILL NOT BE ACCEPTED.

Prospective sources are reminded that an award can only be made to a Contractor who is registered in the Central Contractor Registration (CCR) database in accordance with FAR 4.11.
