Notice of Intent to Issue Sole Source Purchase Order for 6550 iFunnel LC/MS System with Associated Items

THIS IS A LIMITED SOURCE ANNOUNCEMENT, NOT AN RFQ. NAICS: 334516

The U.S. Environmental Protection Agency (U.S. EPA), Office of Criminal Enforcement, Forensics, and Training (OCEFT), National Enforcement Investigations Center (NEIC) intends to award a limited source fixed-price order to Agilent Technologies, Inc. of Santa Clara, CA for an Agilent 6550 iFunnel Q-TOF LC/MS system (G6550AA) and associated items.This limited source is in accordance with FAR Part 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

The justification is as follows. The Agilent 6550 quadrupole/time-of-flight (Q-tof) mass spectrometer operated by MassHunter software provides capabilities not available in equipment from other manufacturers. The iFunnel technology is unique to Agilent. The iFunnel technology includes two important features which increase the sensitivity of the instrument. First, the hexabore capillary samples a higher percentage of ions from the ion source than the monobore approach used by other manufacturers and second, these ions are efficiently transferred to the mass spectrometer vacuum by the dual-stage ion funnel which directs ions to the mass spectrometer while pumping away background gas and solvents. The mass resolution of the instrument is 40,000. As mass resolution increases, sensitivity decreases as a general rule. There are other vendors whose mass spectrometers provide equal or better resolution but none provide the combination of 40,000 resolution with superior technology to transfer ions into the mass spectrometer in order to maintain sensitivity. The NEIC laboratory needs the capabilities of this instrument to achieve analytical flexibility and sensitivity.
