Notice of Intent to Award Sole Source Purchase Order for Co-sponsorship of the 12th National Conference on Science, Policy, and the Environment: Environment and Security

The U.S. Environmental Protection Agency, Office of Research and Development, Immediate Office (OAA) intends to award a sole source fixed price purchase order to the National Council for Science and the Environment for co- sponsorship of the 12th National Conference on Science, Policy and the Environment: Environment and Security to be held January 18- 20, 2012 at the Ronald Reagan Building and International Trade Center in Washington DC under the authority of FAR Part 13.106-1(b)(1).

The 12th National Conference on Science, Policy, and the Environment: Environment and Security will provide a forum to explore strategically the connections between environment and security issues, underlying scientific commonalities, regional case studies and the policy and governance needed to address security risks posed by environmental changes- population movements, conflicts over water and natural resources, political and economic instability caused by food and energy prices, and sea level rise. 12th National Conference on Science, Policy, and the Environment: Environment and Security is based on a five inter-connected themes: (1) Climate Disruption & Security, (2) Food Security, (3) Energy Security, (4) Water Security, (5) Environment & Public Health Security.

Based on market research and historical data, it has been determined the National Council for Science and the Environment offers a forum to explore connections between the environment and security utilizing a multi-disciplinary and multi-sectoral approach to convene involved scientists and decision-makers from various sectors of society. The conference includes renowned speakers; topical symposia to explore issues in depth; and breakout workshops to develop a set of recommendations on how to advance science and connect it to policy and decision-making. Part of the conference, is the annual John H. Chafee Memorial Lecture on Science and the Environment featuring a renowned expert in the field to communicate the importance and potential for science in environmental decision-making. Following the conclusion of the conference, NCSE: produces and disseminates conference recommendations; provides briefings to decision-makers and other institutions capable of implementing the conference recommendations; and develops or facilitates the development of new programs based on recommendations from the conference.

This acquisition will provide for a significant cost saving opportunity for EPA to (1) utilize the expertise of conference attendees, speakers and other sponsors to enhance relationships for the agency’s mission of building an environmentally safe and secure future and (2) to forge relationships with decision makers from public and private sector working at the nexus of the environment and security issue .

The following deliverables under this purchase order will include:
• Name and logo recognition in conference print material
• Logo on conference website with link to organization website
• Complimentary booth at Oceans Expo
• Free full page ad announcement in the conference program
• Six complimentary conference registrations

NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting these requirements may submit a response, which if received within 5 calendar days will be considered. Responses to this posting must be submitted in writing. A determination not to compete the proposed Purchase Order based upon responses to this notice is solely within the discretion of the Government.
