Notice of Intent to Award a Sole Source Purchase Order to the Energy Modeling Forum

In accordance with FAR 13.106-1(b)(1), t he U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Clean Air Markets Division intends to award a sole source fixed-price purchase order to the Energy Modeling Forum. of Stanford, CA for access to EMF's reports, special presentations by energy experts, and advisory board participation. The period of performance is from October 25, 2011 through October 24, 2013.
The acquisition was made as sole source purchase in accordance with FAR 13.106-1(b)(1) as it was determined that the circumstances of the contract action deemed only one source reasonably available. The justification is as follows. The Energy Modeling Forum organizes, provides logistics, and issues interim and final reports on comparative modeling exercises involving energy issues. The affiliate’s fee entitles organizations to access the EMF's reports, attend special presentations by energy experts, and participate in the advisory board that identifies topics to be addressed in the comparative modeling exercises. The fee for a particular forum (in this case EMF-26) covers these services for the duration of the forum – generally two years or until participants reach consensus that the forum topics have been sufficiently addressed to issue a final summary report. The Energy Modeling Forum is the only organization in the field of energy analysis that provides these services
NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within three (3) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
