Notice of Intent to Award a Sole Source Purchase Order for Co-Sponsorship of the US Clean Heat and Power Association Annual Meeting and the Clean Heat and Power (CHP) Partnership National Meeting

The US Environmental Protection Agency (EPA) Office of Air and Radiation’s Office of Atmospheric Programs intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures for co-sponsorship of the US Clean Heat and Power Association Annual Meeting and the Clean Heat and Power (CHP) Partnership National Meeting to the United States Clean Heat and Power Association (USCHPA). The meetings will be held in Washington DC on October 5 – 7, 2011

Based on market research and other available information, it has been determined that USCHPA is uniquely qualified to satisfy the Government’s requirement as they are the only organization hosting the USCHPA meetings. USCHPA brings together diverse market interests to promote the growth of clean, efficient energy in the United States. It is a private, non-profit association that promotes the merits of CHP and distributed generation and achieves public policy support. USCHPA’s annual meeting is the premier event for the CHP industry in the United States and is not currently replicated or matched by any other conference related to CHP because it brings together all of the key CHP stakeholders. It provides an invaluable opportunity for EPA to market the services of the CHP Partnership, network and recruit these leaders and potential CHP developers as EPA CHPP partners to advance our national goals. Under this purchase order the EPA will be provided with the following benefits: four conference registrations, one comprehensive list of attendees, one copy of conference proceedings on CD, one exhibit booth, placement of program materials in conference packets, and meeting space and audio-visual rental.

NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE FOR THIS PROCUREMENT. All inquiries and concerns must be addressed in writing via e-mail to schwartz.rachel@epa.gov by September 16 at 1:30 PM EST. Telephone inquiries will not be accepted. The decision not to compete this requirement is within the discretion of the government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
