Notice of Intent to Award a Sole Source Purchase Order for the 2012 PEAR Integrated Market Information Services

In accordance with FAR 13.106-1(b)(1), t he U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Clean Air Markets Division intends to award a sole source fixed-price purchase order to Power & Energy Analytic Resources (PEAR) of Atlanta, GA for the 2012 PEAR Integrated Market Information Services, which includes the NOx-SOxMeter, the PEAR Emissions MarketMeter w/Emerging Markets Commentary-CO2 and PEAR North America- Emerging Emission Markets (6 Markets: SO2, NOx, Regional RGGI CO2+ CA AB32, Offsets, Nation. RECs).
The justification is as follows. PEAR (Power & Energy Analytic Resources) is the only source of analysis and data which includes expert up-to-date assessments of the allowance markets for sulfur dioxide (SO2), nitrogen oxides (NOx), mercury (Hg), and carbon dioxide (CO2) combined with first hand knowledge in the formulation of EPA’s model NOx trading rule and atmospheric transport of ozone and other air pollutants to non-attainment areas. These are topics of high importance to CAMD’s mission. No other vendor offers this combination of services that match CAMD’s analytical requrements.
NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
