Notice of Intent to Award a Sole Source Purchase Order for Waters QTof Mass Spectrometer One-Time Maintenance

NAICS – 334516. The U.S. Environmental Protection Agency (EPA) National Enforcement Investigations Center (NEIC) intends to award a sole source firm-fixed-price Purchase Order for $16,465.00 for a period of performance of one month from date of award under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Waters Corporation of Waltham,MA.
In accordance with FAR part 6.302-1 EPA’s NEIC requires a onetime preventative maintenance visit by Waters Corporation for the Waters QTof mass spectrometer currently utilized by the NEIC in its sample analysis work. The Waters QTof mass spectrometer was purchased in 2006 and requires maintenance to the scroll pump and spectrometer to increase the longevity and continued use of this instrument. Waters Corporation is the only vendor who knows this specific instrument and the maintenance requirements of it as well as has the required parts on hand to repair this instrument.
NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA’s requirements as stated herein may submit a capability statement, which if received by COB on July 2, 2012 will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
