The US Environmental Protection Agency (EPA) Office of Air and Radiation (OAR) Climate Protection Partnership Division (CPPD) intends to award a sole source fixed-price to the Residential energy Services Network (RESNET). RESNET’s mission is to improve the energy efficiency of the nation’s housing stock and to qualify more families for home ownership by expanding the national availability of mortgages financing option and home energy ratings. RESNET is the only national organization that has oversight over Home Energy Rating Standards: as well as the only organization that administers the national Home Energy Rating System. Through RESNET, over 5,000 raters have been certified and provide rating services in every state in the nation. The RESNET standards are recognized by the national mortgage industry for energy mortgages, EPA for ENERGY STAR for Homes program, the U.S. Department of Energy for the Building America program, the U.S. Department of Housing and Urban Development and the IRIS for the federal tax credit for energy efficient homes.
RESNET has a wide reach into the network of Home Energy Rating Training Providers as the only accrediting body for Home Energy Rating Training Providers. As such, RESNET will host a webpage dedicated to RESNET accredited Training Provides, who are also approved to teach ENERGY STAR Version 3 for Home Energy Raters courses. Developing this webpage will help ENERG STAR to distribute information to the relevant audience.

Thus RESNET is the only company that can provide direct access to the exact audience that ENERGY STSR for Homes is seeking to reach. No competing organization has existed over the past decade on a national level. Though several regional organizations do exist, they do not represent their local geographical interest, which do not necessarily align to ENERGY STAR for Homes national needs.

Under FAR Part 13.106 b(1) in conjunction to FAR part 6.302 Simplified Acquisition Procedures, this is neither a request for quote nor a solicitation for offers. Responses to the notice must be submitted by January 29, 2012.
