THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ.

The U.S. Environmental Protection Agency (U.S. EPA), Office of Environmental Compliance and Assurance Division (OECA), intends to award a sole source firm fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and FAR Part 12, Acquisition of Commercial Items, to Safety Management Services, Inc. (SMS) of West Jordan, UT. The purpose of this acquisition is to provide reactivity assessment testing on small samples of ammonium nitrate/organic liquid materials.
NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. SMS is uniquely qualified as they are an approved explosive testing facility of the US Department of Transportation (DOT) that routinely performs dangerous goods testing relating to DOT regulations. The proximity of the evaluator’s facility to where samples are presently stored (Salt Lake City, Utah) is essential. No contract will be awarded on the basis of offers received in response to this notice. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within (5) calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
