Notice of Intent to Award Sole Source Purchase Order for Creation and Revision of Position Descriptions and Maintenance of Position Description Library

The US Environmental Protection Agency, Office of Enforcement and Compliance Assurance (OECA), intends to award a sole source Purchase Order under FAR Part 13, Simplified Acquisition Procedures, to DJ Workforce Solutions of Arvado, CO. The purpose of this order is to write new and revise old Positions Descriptions (PDs) and to maintain the PD library in order to assist the Office of Criminal Enforcement, Forensics, and Training (OCEFTs) Resource Management Staff (RMS), Human Resources (HR) Team. The purchase order will allow completion of the second phase already in progress.
DJ Workforce Solutions has completed the set-up of an electronic, office-wide Position Description (PD) library and is currently involved in reviewing PDs in preparation for OCEFT’s upcoming reorganization as well as rewriting PDs. To start a new round of discussions with a new contractor, who does not possess the background/understanding of the OCEFT, as well as the intricacies involved in writing PDs for new law enforcement positions would be inefficient, resulting in substantial duplication of cost/effort to the government that would not be recovered through competition and would also cause unacceptable delays in fulfilling the agency’s requirements.

All responses must be submitted in writing no later than December 5, 2012, 5:00 pm LT via e-mail link below. All contractors must have a valid registration in the System for Award Management (www.sam.gov). A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
