The United States Environmental Protection Agency's Office of Administration and Resource Management (OARM), Office of Acquisition Management (OAM), on behalf of the Office of Environmental Information (OEI), intends to award a sole source purchase order under FAR Part 12, Acquisition of Commercial Items, using FAR Part 13, Simplified Acquisition Procedures, to 1105 Media, Inc. pursuant to FAR 6.302-1 under the North American Industry Classification System (NAICS) code 511120. EPA will subscribe to the Federal Employees News Digest (FEND) for the period 07/16/2013 through 07/15/2014. FEND is a weekly newsletter that is streamed to up to 3000 EPA employees via the MyWorkplace website and delivered through the existing Desktop Library. The service provides Agency staff and management with the most up-to-date information on issues impacting the federal service. This service is imperative to civil servants and is relied upon for accurate and informative reporting. The Office of Environmental Information (OEI) manages access to information on the Agency's Intranet site and this service will be provided through four umbrella IP addresses for access by Agency staff and on-site contractors. As 1105 Media, Inc. is a unique provider of this subscription and utilizes no resellers, it is in the Government's best interests to enter into a sole source agreement to obtain the services and products from 1105 Media Inc. The eventual Purchase Order is to be administered for the period of approximately one (1) year through July 15, 2014 . This is a sole source procurement under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources that feel they should be considered qualified to provide the foregoing product may submit a response to this notice within 10 days of synopsis publication to Ms. Sini Jacob at email@example.com . Information furnished shall include detailed documentation to allow the government to perform a proper evaluation. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THI S NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A SOLICITATION WILL NOT BE ISSUED.
