PR-OCFO-13-00070 - Synopsis/Pre-Solicitation Notice for EPA OCFO Operations and Maintenance Support Services

Update: May 1, 2013

The purpose of this update is to post the following modification to the Synopsis/Pre-Solicitation notice for PR-OCFO-13-00070:
The U.S. Environmental Protection Agency (EPA) Office of the Chief Financial Officer (OCFO) Office of Technology Solutions (OTS) is changing its acquisition strategy and plans to compete OCFO’s Operations and Maintenance (O&M) requirement using the National Institutes of Health’s (NIH) Government-Wide Acquisition Contracts (GWAC) Information Technology Acquisition and Assessment Center (NITAAC) awarded to qualified small businesses under CIO-SP3. The overall scope of work outlined in the draft Performance Work Statement (PWS) that EPA posted February 26, 2013 in FedBizOpps notice SOL-DC-13-00009 (PR-OCFO-13-00070) remains the same.

EPA anticipates issuing a Request for Quotation (RFQ) utilizing NITAAC’s e-GOS to all small business contract holders in early to mid June 2013. Prior to the RFQ release, EPA will host an OCFO Industry Day on May 15, 2013. EPA will post an OCFO Industry Day invitation and all related notices via the NITAAC e-GOS as well. All small businesses that had previously responded with interest to the February 26, 2013 FedBizOpps notice, but do not have a CIO-SP3 small business contract, can attend OCFO’s Industry Day to meet CIO-SP3 contract holders attending the event and are encouraged to contact CIO-SP3 contract holders for potential subcontracting opportunities.

If you are interested in attending OCFO’s Industry Day to learn more, ask questions and to facilitate a subcontracting arrangement with the CIO-SP3 contract holders, contractors can email their reservation response to Jennifer Scharrer at scharrer.jennifer@epa.gov including your company’s attendee name and ‘OCFO Industry Day RSVP’ in the email subject line by 4:00 PM EST on May 10, 2013. Under the Authority of Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation, the U.S. Environmental Protection Agency (EPA) Office of the Chief Financial Officer (OCFO) Office of Technology Solutions (OTS) anticipates issuing a single competitive award under NAICS code 541513 - Computer Facilities Management Services, and NAICS code 541512 - Computer Systems Design Services, for OCFO Operations and Maintenance (O&M) Support Services.  

These O&M software and hardware support services include routine maintenance and daily operational support, requirements analysis, test plans and software development, business intelligence reporting, develop and maintain system and user documentation and user support.   Services shall also include ongoing evaluation of current technology, platforms and operations to seek improvement and best possible functionality of OCFO business processes. The contractor shall identify and recommend best practices, best technology and methodology for OCFO needs and responsibilities.  Existing architecture, hardware, software and components need to be considered as the vision, direction, and system performance evolve. 

The OCFO’s current technical and application architecture environments contain a wide range of client-server, web-based, database and commercial off-the-shelf (COTS) software systems. Some of these systems will be maintained and enhanced; others will be gradually replaced as OCFO migrates to an enterprise wide architecture

This will be follow-on requirement to GS-35F-0305N Task Order EPG11H00023 with ACE Info Solutions, Inc., and GS-06F-0252Z Task Order EP11H000300 with RGB Technology, Inc.  This procurement will be a total Small Business set-aside with an estimated dollar amount of approximately $30 million for a five (5) year period of performance including option periods, estimated date of award October/November 2013.  Small Businesses are required to perform at least 50% of direct labor attributed to this effort per FAR clause 52.219-14 Limitations on Subcontracting.  It is anticipated that the final Solicitation/PWS should be posted approximately June 2013.
