NOTICE OF INTENT SYNOPSIS: The United States Environmental Protection Agency’s Office or Administration and Resources Management (OARM), Office of Acquisition Management (OAM) intends to award a sole source purchase order to Mergent Inc. under FAR Part 13, Simplified Acquisition Procedures, and pursuant to FAR 6.302-1 under the North American Industry Classification System (NAICS) code 519130.
The Agency will subscribe to the Mergent Online Service for 40 users/licenses to access company financial information in support of work by the EPA enforcement community. Mergent’s company files provide real time access to EDGAR filings dating back to 1993 and updated daily. Subscription access provides the following information: business name and history, property, subsidiaries, officers, directors, long-term debt, bond ratings, capital stock, income statements, balance sheets, statements of cash flow, exchange and ticker symbols, address, phone numbers, annual stock price ranges, trustees, registrar, transfer agent, stock splits, dividend payment history and more. Mergent Inc. does not utilize any resellers for their subscription services. Based on the unique qualifications of Mergent Inc. and the need for this information, it is in the Government's best interests to enter into a sole source agreement to obtain the services of Mergent Inc. The order is to be administered for one year from the date of award.
This is a sole source procurement under the authority of 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources that feel they should be considered qualified to provide the foregoing services may submit a response to this notice within 7 days of synopsis publication to Sini Jacob at email@example.com. Information furnished shall include enough detailed documentation to allow the government to perform a proper evaluation. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A SOLICITATION WILL NOT BE ISSUED.
