The purpose of this update is to post a revised Request for Quotation (Amendment 2) and the Answers to Questions received from vendors. Both documents are attached immediately below.

The purpose of this update is to provide a revised Request for Quotation. The revision extends the due date to Friday, September 6, 2013 5pm EST. Vendors that correctly submitted LOA forms will be notified when EPA sends them to Avaya and when Answers to questions are posted. The revised Request for Quotation is attached immediately below.

The U.S. Environmental Protection Agency’s Office of Administration and Resources Management (OARM), Office of Acquisition Management (OAM), Headquarters Procurement Operations Division (HPOD), Information Resource Management Procurement Service Center (IRMPSC) requests that you submit a quote for the award of an order under GSA Schedule 70 for Avaya Enterprise Voice Services to EPA’s Office of Research & Development (ORD).

The selected vendor must meet the requirements described in the attached Statement of Work (SOW) document, including, but not limited to, the following functional areas: Consolidating VOIP services across Agency locations; Site upgrades and maintenance to standard capability levels across the Agency; Equipment supply and warranty; and License administration and maintenance.

Please submit a technical project plan which demonstrates your understanding and ability to perform this requirement as specified in the attached SOW document. The technical project plan shall be no more than 50 pages double-sided, no less than 10-point font, which excludes cost information and includes all cover pages, diagrams, attachments, resumes, staffing and past performance information. All technical information the vendor wishes to be evaluated shall be included in the technical project plan.

Finally, please submit a Firm Fixed Price quote, which includes a cost estimate, of no more than 5 one-sided pages of at least 10-point font, for this requirement including any Optional periods. The quote information shall include a complete pricing breakdown in accordance with the Request for Quote (RFQ) instructions provided below. Quotes should include any travel costs or other direct costs (ODCs) related to the requirement. Contractors shall submit pricing information that ties offered prices to GSA Schedule 70 prices at fixed rates and/or fixed price. Any additional discounts applicable or to be applied should also be clearly stated in the pricing information.

One (1) copy, inclusive of the technical project plan and quote, shall be submitted by 5:00PM EST on August 9, 2013 via email to the Contracting Officer, Ms. Sini Jacob. Questions related to this procurement AND the completed Avaya Letter of Authorization Form must be submitted via email only to Ms. Sini Jacob at jacob.sini@epa.gov no later than 12:00PM EST on July 25, 2013.

All Avaya Preferred Business Partners shall identify the GSA contract number and special item number (SIN) for all services and products offered. In accordance with FAR 8.404(d), award of this contract will be made to the contractor that offers the best value to the Government. For this requirement, all evaluation factors other than price, when combined, are significantly more important than price. The estimated period of performance for this requirement is a total possible 52 months (includes a 16 month base period and three (3) 12-month options.
