Combined Synopsis/Solicitation for Confidential Underground Injection Control Well Extraction

Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation includes the incorporated provisions and clauses in effect through Federal Acquisition Circular 05-69. The North American Industry Classification System (NAICS) Code for this procurement is 213112 with an SBA size standard of $35.5M and is NOT being conducted as a small business set-aside.

EPA’s Office of Enforcement and Compliance Assurance (OECA), has a requirement for extraction of an Underground Injection Control Well near Dickinson, North Dakota. This work includes determining the location of a packer and removal of well tubing.

Additional information is included in the below attached Statement of Work.

The Government anticipates issue of a time and materials Purchase Order for this requirement. The anticipated start date for this requirement is mid to late August, 2013.

Basis for Award: The Government will make award to the responsible firm whose quotation is most advantageous to the Government on a best value basis, price and other factors considered. The criteria for evaluation are as follows:

  1. Technical capability: The contractor shall submit a capability statement describing their capabilities for this type of extraction service.
  2. Past performance: The contractor shall provide a list of contracts or orders for the purpose of past performance evaluation. Valid past performance is evidence of similar work accomplished within the past three years. Provide at least three sources of past performance including contract name and number and point of contact information.
  3. Corporate Experience: The contractor shall submit a narrative that describes their experience in conducting work similar in scope and complexity to this requirement for at least three such projects.
  4. Price. The contractor shall submit a time and materials quote broken town by task with ceiling price.

Instructions: FAR 52.212-1 "Instructions to Offerors - Commercial" applies to this acquisition. Offerors are to include a copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions - Commercial Items" and 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items", with the clauses cited further in this synopsis as being applicable. The aforementioned provisions and clauses can be accessed electronically at http://www.acquisition.gov/far/. Prospective sources are reminded that award can only be made to a contractor who is registered in the System for Award Management (www.sam.gov) database with an active Dun & Bradstreet Number.

Quote Submission: Offerors shall submit a time and materials quote for issue of a Purchase Order. Partial quotes will not be accepted for this requirement. Vendors are encouraged to direct any questions by e-mail only to the Contracting Officer, Trina Fisher, at fisher.trina@epa.gov - no telephone inquiries will be accepted - no later than August 8, 2013 at 4:00 PM EST. In addition, the FAR 52.212-3 representations and certifications MUST be submitted if they are not already completed and available online at sam.gov. Vendors must also sign and return the Confidentiality Agreement and Agreement to Clauses to be considered eligible for award. Responses are due no later than August 14, 2013 at 4:00 PM EST and should be submitted via email to Trina Fisher at fisher.trina@epa.gov. No telephone inquiries shall be accepted.
