The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), Energy Supply and Industry Branch (ESIB) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Center for Resource Solutions (CRS) for support and facilitation of the 2013 Renewable Energy Markets Conference (REMC). This conference comprehensively covers the voluntary green power market and will include representatives from the renewable energy industry and policy makers. The conference offers these representatives and opportunity to communicate and strategize about fostering the development of the renewable energy marketplace.
NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE.
It has been determined that CRS is uniquely qualified to satisfy the Government’s requirement, as they are a pioneer in voluntary green power market development, due to their consumer protection standards and policies supporting renewable energy development in the U.S. Their REMC is the only conference in the U.S. dedicated to serving the voluntary green power market and meets the ESIB’s program objectives and critical needs.
Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. All questions should be directed to Sharron K.
