The U.S. Environmental Protection Agency, Office of Research and Development, Immediate Office (OAA) intends to award a sole source fixed price purchase order to the National Council for Science and the Environment (NCSE) for co- sponsorship of the 2013 National Conference on Science, Policy and the Environment: Disasters and Environment: Science, Preparedness, and Resilience to be held January 15-17, 2013 at the Ronald Reagan Building and International Trade Center in Washington DC and post conference issue of the Solutions publication under the authority of FAR Part 13.106-1(b)(1).
The 13th National Conference on Science, Policy, and the Environment: Disasters and Environment : Science, Preparedness, and Resilience will provide a forum to explore strategically the connections between environment and security issues, underlying scientific commonalities, regional case studies and the policy and governance needed to address security risks posed by environmental changes- population movements, conflicts over water and natural resources, political and economic instability caused by food and energy prices, and sea level rise. 13th National Conference on Science, Policy, and the Environment: Disasters and Environment: Science, Preparedness, and Resilience is based on a six inter-connected themes: (1) Cascading Disasters, (2) Intersection of the Built and Natural Environments, (3) Disasters as Mechanisms of Ecosystem Change, (4) Rethinking Recovery and Expanding the Vision of Mitigation, (5) Human Behavior and its Consequences (6) “No Regrets” Resilience Case Studies. The post conference issue of Solutions publication highlights the conference results and identified sustainability solutions.

Based on market research and historical data, it has been determined the National Council for Science and the Environment offers a forum to explore connections between the environment and disasters utilizing a multi-disciplinary and multi-sector approach to convene involved scientists and decision-makers from various sectors of society. The conference includes renowned speakers; topical symposia to explore issues in depth; and breakout workshops to develop a set of recommendations on how to advance science and connect it to policy and decision-making. Following the conclusion of the conference, NCSE: produces and disseminates conference recommendations; provides briefings to decision-makers and other institutions capable of implementing the conference recommendations; and develops or facilitates the development of new programs based on recommendations from the conference.
This acquisition will provide for a significant cost saving opportunity for EPA to (1) utilize the expertise of conference attendees, speakers and other sponsors to enhance relationships for the agency’s mission of building an environmentally safe and secure future and (2) to forge relationships with decision makers from public and private sector working at the nexus of the environment and disaster issue.

• The following deliverables under this purchase order will include:
• Name and logo recognition in conference print material and marketing materials.
• Conference website recognition and link to organization website
• Free full page ad announcement in the conference program
• Complimentary booth at Conference Exhibition
• Opportunity to include organizational materials in conference packet
• Six complimentary conference registrations
• Solutions would carry the EPA's logo in print and on-line versions for a year
• Five free print subscriptions to EPA's designated recipients
• Recognition of EPA as a Friend of Sustainability in the annual report

NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting these requirements may submit a response, which if received within 10 calendar days will be considered. Responses to this posting must be submitted in writing. A determination not to compete the proposed Purchase Order based upon responses to this notice is solely within the discretion of the Government.
