RFQ-DC-14-00073 - Remodeling of Conference Rooms to the Emergency Operations Center (EOC) and Tribal Air & Monitoring Support (TAMS) Center

Description:  This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is RFQ-DC-14-00073 and is being issued as a Request for Quote (RFQ), in conjunction with FAR 13 Simplified Acquisition Procedures.

The U.S. Environmental Protection Agency’s (EPA), Office of Air and Radiation, National Center for Radiological fields Operations is seeking a vendor to remodel the existing the Emergency Operations Center (EOC) and the Tribal Air & Monitoring Support (TAMS) Center conference rooms and to make them more efficient and user friendly as described in the Statement of Work (SOW). 

Additional information is in the below attached Statement of Work.

The Government anticipates issue of a firm-fixed price Purchase Order for this requirement.

Basis for Award:  The Government will make an award to the responsible firm whose quotation is most advantageous to the Government on a best value basis, price and other factors considered. The criteria for evaluation are as follows:

Evaluation Factors                                                                          

1)  Technical Approach and Capability – This rating is based on an assessment of the prospective vendor’s entire submission in terms of its demonstrated understanding of EPA’s requirements as defined in the areas of the Statement of Work. The Government will evaluate each offeror’s technical approach and level of knowledge demonstrated, including an understanding of the requirement. 
      
2)  Past Performance -
The contractor shall provide a list of contracts or orders for the purpose of past performance evaluation. Valid past performance is evidence of similar work accomplished within the past three years. Provide at least three sources of past performance using the attached form.
In addition to considering past performance information provided in the offeror’s submission, past performance evaluations may also be based on the offeror’s supplied references, information obtained through federal performance tracking databases, and other information obtained by the Government from other sources.

3)  Price – The contractor shall submit a firm fixed-price quote that is inclusive of all costs using the table provided in the Price Quote Attachment. The Government will evaluate the total expecting cost of performing this work. This is a best-value procurement and the Government may or may not award to the lowest price quotation. 

INSTRUCTIONS:  FAR 52.212-1 "Instructions to Offerors - Commercial" applies to this acquisition. Offerors are to include a copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response.
The following FAR clauses also apply: FAR 52.212-4 "Contract Terms and Conditions - Commercial Items" and FAR 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items".
The aforementioned provisions and clauses can be accessed electronically at http://www.acquisition.gov/far/. Prospective sources are reminded that an award can only be made to a Contractor who is registered in the System for Award Management (SAM), www.sam.gov, database with an active Dun & Bradstreet Number in accordance with FAR 4.11.

SITE VISIT WALKTHROUGH
A site visit walkthrough is scheduled for March 5, 2014. Vendors are encouraged to attend a site visit walkthrough to inspect the location.

Site visitation times can be scheduled between the hours of 0700-1400, Wednesday, March 5, 2014, ONLY.  Please schedule your visit no later than March 4, 2014, 2PM.  The locations of the work to be done are: 4220 South Maryland Parkway Buildings C and D, Las Vegas, NV 89119.

Quote Submission: Offerers shall submit a firm-fixed price quote for issue of a Purchase Order.  Partial quotes will not be accepted for this requirement. Vendors are encouraged to direct any questions by e-mail only to the Contracting Officer, Benita Jackson, at jackson.benita@epa.gov  - no telephone inquiries will be accepted - no later than March 11, 2014 at 4:00 PM EST.

Each offeror shall submit (1) one electronic copy to Benita Jackson, Contracting Officer, at jackson.benita@epa.gov and to the Contracting Officer’s Representative, Fernando Gomez, Gomez.fernando@epa.gov.  Due date for receipt of quotes to this RFQ will be 3:00 pm, Eastern Standard Time, on March 19, 2014. LATE RESPONSES WILL NOT BE ACCEPTED.

Any firm believing itself to be capable of meeting EPA's requirement, as stated within the Synopsis Solicitation and the Statement of Work, may submit a quote, which, if received by the response date of this announcement shall be considered.
