Notice of Intent to Award a Sole Source Purchase Order for Maintenance and Monitoring Agreement with Datawatch Systems

Title: Access Control System for 1310 L Street, N.W.

Under FAR Part 13, the U.S. EPA intends to award a sole source purchase order to Datawatch Systems, Inc. for the monitoring and maintenance of 19 security card readers used at EPA offices located at 1310 L Street, N.W. in Washington, D.C. This purchase order is expected to last for no more than one year.  The EPA has identified Datawatch Systems as the only vendor who can meet the requirement due to existing system compatibility and uniformity requirements imposed on the EPA by the owners of the leased facilities. All of the card readers at the facility are currently being monitored and maintained by Datawatch Systems.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Interested firms may identify themselves and their capability to fulfill this requirement by 4:00 p.m., EST, March 28, 2014.  Responses must be received by the Contracting Officer, Benjamin Shih, via email, at shih.benjamin@epa.gov before the stated deadline. Telephone responses and requests will not be received.
