Notice of Intent to Award Sole Source Purchase Order for International Workshop to Develop the N-PRINT and N-CALC Models Support

In accordance with FAR 13.106-1(b)(1), t he U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Clean Air Markets Division intends to award a sole source fixed-price purchase order to the University of Virginia for development and facilitation support services for the International Workshop to Develop the N-PRINT and N-CALC Models held in February 2010.

The U.S. EPA is supporting workshop development to make progress on efforts to produce a national impact calculator that links human behavior (producers, consumers) to total nitrogen loading and to impacts on the environment (e.g., climate change, water quality, smog, acid rain). The contractor will select key speakers for the workshop, finalize workshop agenda, facilitate workshop sessions, and provide a summary report on the workshop results. The justification is as follows. The workshop is being developed under the auspices of the International Nitrogen Initiative (INI). Professor James Galloway, of the University of Virginia, is a founder and immediate past Chair of the INI, organizer of the past four International Nitrogen Conferences undertaken by the INI, and a key member of the workshop organizing committee. Dr. Galloway is integral to workshop planning to meet several goals. Because of Dr. Galloway's leadership in the INI, his role in organizing past successful international nitrogen conferences and workshops and his involvement in the planning of the International Workshop to Develop the N-PRINT and N-CALC Models, the University of Virginia is the only contractor able to provide the required services.

NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
