RFQ-DC-13-00106, Education and Outreach for Absentee Landowners in the Mississippi River Basin

The U.S. Environmental Protection Agency (U.S. EPA) intends to award a sole source firm fixed-price Purchase Order under the authority of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 13, Simplified Acquisition Procedures, to Agren, Inc., 1238 Heires Avenue, Carroll, Iowa. The purpose of this acquisition is to characterize the extent of absentee landownership in select parts of the Mississippi River Basin and utilize this information to develop a public information campaign, training program and best practices toolkit for larger audiences of absentee landowners. Agren, Inc., is uniquely qualified to perform this function based on expertise that combines both farm management and conservation methods.

NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within (7) calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
