The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation, Clean Air Market Division anticipates conducting a competition under FAR Part 13: Simplified Acquisition Procedures to procure monitoring services for the acquisition of speciated atmospheric mercury data from sites throughout the US . EPA anticipates awarding up to 10 purchase orders for this work. Over the past 5 years, a number of states and academic mercury scientists have been measuring speciated atmospheric mercury at sites located throughout the United States and Canada. While most measurements are generally based on automated and/or manual methods as described by Landis et al., 2002, the specific protocols by which measurements are taken can vary across sites, and in some instances, are undocumented. Thus, accurately comparing measurement data across sites is currently a significant challenge. Common protocols for mercury sampling and analysis are needed to facilitate the inter comparison of site data over time. Moreover, a centralized archive for data distribution is needed to enable mercury policy assessments, evaluate and improve mercury deposition models, and enhance mercury research. To meet some of the mercury data and information needs, EPA is collaborating with the mercury scientific community, including the National Atmospheric Deposition Program (NADP) membership of federal agencies, states, tribes, academic institutions, and other organizations to establish a new, national, standardized network to monitor mercury in the atmosphere. The network seeks to measure air concentrations of mercury in its gaseous and particulate forms, event-based mercury wet deposition, and meteorological and land-cover variables needed for estimating dry deposition fluxes. The network envisioned will serve many functions:

Under this requirement the contractor shall provide mercury monitoring services for the operation of Tekran mercury analyzers (2537A, 1130, 1135) to produce and distribute to EPA datasets of raw and validated atmospheric mercury concentrations in speciated forms: elemental, reactive gaseous, and particulate; and meteorology data needed for estimating dry deposition. EPA also requires a quality assurance plan and associated documentation for all aspects of data collection, as required by EPA Order 53601.A2.

The North American Industry Classification System (NAICS) code for this procurement is 541620. The anticipated purchase orders shall be fixed price for a period of 12 months with one possible 12 month option period. The Request for Quotation (RFQ) will be posted on the Internet on or about July 10, 2007 . Proposals shall be due approximately fourteen (14) days after the RFQ issuance date.
