Notice of Intent to Sole Source for Economic and Mailing Information in Long-Term Care Industry

The US Environmental Protection Agency ‘s (EPA) Office of Science and Technology (OST) intends to award a sole source for a one-time firm-fixed-price order to Dun and Bradstreet Government Services, under its Financial and Business Solutions Business Information Services GSA contract, GS-22F-9614D, to obtain economic and mailing information on three sections of the long-term care industry: Nursing Care Facilities, Continuing Care Retirement Communities and Homes for the Elderly, in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures.
EPA is identifying current disposal practices, factors that influence facility policies on pharmaceutical disposal, alternate practices for managing unused pharmaceuticals, and an approximate estimate of the amount of pharmaceuticals that are unused and disposed of through the sewage system. EPA plans to develop an industry profile which will aid in the development and distribution of best management practices. The use of Dun and Bradstreet is the most efficient method for obtaining the data since it is a central repository for all of the information that OST requires for its study. (See Attachment A) The only other method of obtaining the required information would be a time consuming request sent out to each state with no guarantee that the data submitted by the individual states would be compiled in the same format order which would then require OST to manually assemble that data into one format.
NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE FOR THIS PROCUREMENT. Any inquiries, requests for information or concerns must be addressed IN WRITING via e-mail to pinskey.lin@epa.gov by December 14, 2009 at 12:00 p.m. EST. The Contracting Officer will not accept any telephone inquiries. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence of that entity's capability to perform the same services, provide the same data and that competition would be advantageous to the Government.
