The U.S. Environmental Protection Agency (EPA) Indoor Environments Division (IED) in Washington, DC intends to issue a modification for additional work to EP10H000942, with Berkeley Air Monitoring Group, of Berkeley, CA, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures.
The purpose of this modification is to add resources to cover supplies, testing, analysis and reporting under Task 3 and 4 of the Statement of Work to conduct Kitchen Performance Tests (KPT) and technical assistance. As per the SOW, three Partner organizations were selected post award to receive the training and technical assistance. The selected project sites were Nepal, India and Peru. As part of the selection process, local program conditions (e.g., type of technology being promoted) and the capacity of the Partner organization were assessed. EPA determined that in two of the three sites, emissions monitoring was needed, given the type of cooking technology being promoted in those sites, and that additional resources would be required for data analysis.
The supplies, testing and analysis are an integral part of the training and technical assistance currently being provided in the project sites under Task 3 and 4. Additional funds will purchase additional testing supplies to estimate emission factors for pollutants such as particulate matter, carbon monoxide and methane in a subset of the homes already included in the field study
The resulting emission factors will be combined with the fuel consumption estimates produced from the KPT to estimate the greenhouse gas (GHG) emissions from traditional stoves and the potential reductions achieved by the improved fuel efficient stoves being promoted by the local Partner organization. The resulting impacts on GHG emissions will be included as a compliment to the fuel consumption estimates in the final reports as well as for peer review publications. Without this funding, we will not have a complete picture of how the technologies perform in the field in these project sites
Including these measurements within the current KPT project work will provide for highly cost effective assessment of field performance. Additional costs are minimal, as Berkeley Air Monitoring Group staff travel costs and personnel time in the field are already covered in the original budget for Task 3. The additional costs that would be incurred are associated with consumable supply costs, as well as slightly more analysis and reporting time
This additional work is integrally related to work under this purchase order and cannot be separated from ongoing work. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Not withstanding, any firm, which believes it is capable of meeting EPA’s requirement as stated herein may submit a response, which if received by the response date of this announcement will be considered. Responses to posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
