This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ-DC-11-00084 and is being issued as a Request for Quotations (RFQ) in conjunction with FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions are those in effect through FAC 2005-53. The North American Industry Classification System (NAICS) code is 562211. The Small Business Size Standard is $12.5M. This requirement is a total set-aside for small businesses. Vendors must indicate in its response how it meets the small business size standard to qualify for award.
The United States Environmental Protection Agency (EPA) is soliciting for contractors to provide Hazardous Waste Removal, Transportation and Disposal Services in support of all EPA facilities in the United States in accordance with the Statement of Work included with this Request for Quotations (RFQ). EPA intends to award multiple Blanket Purchase Agreements (BPA) in accordance with FAR Part 13, Simplified Acquisition Procedures. Prospective sources are reminded that awards can only be made to a Contractor who is registered in the Central Contractor Registration (CCR) database ( https://www.bpn.gov/ccr/default.aspx ).
Additionally, this requirement will be posted in its entirety at http://www.epa.gov/oamhpod1/admin_placement/hazwaste/index.htm . Vendors are strongly encouraged to monitor this website for updates regarding this solicitation.
Questions regarding this requirement may be sent to Bradley Austin, Contracting Officer, at austin.bradley@epa.gov no later than September 7, 2011, at 12 pm EST. Proposals shall be divided into separate technical and cost volumes or sections. Technical proposals shall be limited to 20 pages, exclusive of the additional documentation requested below. Proposals shall be submitted via email to Bradley Austin, Contracting Officer, at Austin.bradley@epa.gov , no later than September 15, 2011, at 2 pm EST . Adobe PDF or Microsoft Word is the preferred format. For price proposals, vendors shall use the included Microsoft Excel spreadsheet and fill in all hazardous waste categories. Vendors may include additional cost categories and shall state any associated assumptions.
The following provisions and clauses apply to this acquisition: 52.212-1, Instructions to Offerors—Commercial Items; 52.212-3, Offeror Representations and Certifications—Commercial Items; 52.212-4, Contract Terms and Conditions—Commercial Items. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.219-6, FAR 52.219-14, FAR 52.222-3, FAR 52.222-19, FAR 52.222-21, FAR 52.222-26, FAR 52 .222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.222-39, FAR 52.232-33, FAR 52.222-41, FAR 52.222-42 and FAR 52.222-43. Due to the applicability of the Service Contract Act, a wage determination will be incorporated at time of award based on information from the WDOL website located at www.wdol.gov . Interested parties may submit their ORCA information (http://orca.bpn.gov) in lieu of the representations and certifications requested above.
EPA will award to the vendors that provide the best value to the Government, price and technical factors considered. Technical proposals shall be evaluated in accordance with the following criteria. Vendors shall provide a narrative describing how they can meet each of the criteria.
1. Technical Expertise - The Government will evaluate each vendor's technical approach and level of knowledge demonstrated, including an understanding of EPA's requirements.
2. Past Performance - Each vendor shall identify up to three contracts, which have recently been performed (within the last 3 years), or are currently performing, which are similar in scope for services of this magnitude and complexity. The offeror shall provide the following information with respect to each of these contracts:
*Contract number, contract type and dollar value
*Date of contract award and period of performance
*Name, address and telephone number of all applicable contract points of contact
*Brief description of contract work, scope and responsibilities
The Government will evaluate each vendor's experience performing projects of a similar size, scope and complexity. The Government will evaluate each vendor's past performance of projects based upon customer satisfaction with the services provided on past or current projects.
In addition to considering past performance information provided in the vendor's submission, past performance evaluations may also be based on the vendor's supplied references, information obtained through federal performance tracking databases, and other information obtained by the Government from other sources.
3. Personnel - The Government will evaluate the availability and relevant experience of the proposed personnel in accordance with the Labor Categories included with this RFQ.
In addition, vendors shall provide the following additional documentation in their proposal.
The vendor shall submit all applicable permits, licenses, and other forms of required documentation and certifications required for compliance, except as may be otherwise specified by law.
A copy of proof of insurance. Insurance shall be provided prior to commencement of work, the vendor shall furnish to the contracting officer a certificate or written statement of all insurance. They will submit this proof of insurance at the Request for Quote (RFQ).
The vendor shall provide a list of recycling vendors, haulers and landfills in their vicinity that are authorized by the EPA or appropriate state.

REGIONAL GROUPINGS
EPA will award an appropriate number of BPAs so that each of the four (4) regional groupings will be supported by at least two (2) contractors. In addition to the laboratories and facilities within each grouping, vendors shall provide coverage for the physical location of each of the 10 regional offices rather than the entire area covered by each of the 10 regional offices. EPA reserves the right to limit the number of awards made for ease of administration. Vendors will be permitted to bid on all or any combination of the four (4) regional groupings noted below and shall state this intent in their proposals.

STATEMENT OF WORK
HAZARDOUS WASTE REMOVAL, TRANSPORTATION AND DISPOSAL SERVICES
Description of Work
This Blanket Purchase Agreement (BPA) is for the services of a hazardous waste management firm to arrange for the proper pick-up, packaging, transportation, storage, and disposal of chemical waste in an environmentally sound and timely manner in accordance with all Federal, state, and local laws, regulations, and requirements. Universal Waste shall be recycled for reuse while all hazardous waste shall be disposed of in an environmentally sound manner. The vendor may be requested by the Government to have waste samples analyzed to confirm if they are regulated chemical waste. The vendor may be requested to retrieve chemical waste inside all sites of the Environmental Protection Agency where waste is either generated or stored.
General Requirements
a. The vendor shall maintain an approved list of recycling vendors, haulers and landfills in their vicinity that are authorized by the EPA or appropriate state. Pertinent Environmental Protection Agency Regulations are found in the Code of Federal Regulation, Title 40, Part 262 and in the Code of Federal Regulations, Title 10 CFR Parts 19 – 71 (Nuclear Regulatory Commission-NRC). The vendor shall furnish all trained and experienced personnel, tools, equipment, materials, supplies, services, and documents specified and the expertise necessary to prepare, remove, transport, treat, recycle, or dispose of hazardous waste (as applicable). The vendor shall be responsible for classifying, inventorying, packaging, labeling, marking, loading, transporting, storing, treating, and disposing of chemical waste. The vendor shall abide by the Federal, state, and local regulations pertaining to the management of chemical waste in all states in which the waste is generated, transported, stored, and treated, or disposed. All wastes identified in Table 1 that is regulated or amenable to incineration must be incinerated. Any items not amenable to incineration must be treated by the TSDF as required to render it non-hazardous and/or otherwise lawfully disposed.
b. All hazardous waste shall be shipped and disposed/treated in the United States only .
c. The vendor shall have trained each hazmat employee regarding safe handling, storing, loading, unloading and transporting of hazardous materials and emergency preparedness for responding to accidents of incidents involving the handling and transportation of hazardous materials.
d. The vendor shall furnish any and all personal protective equipment (PPE) and provide training in the selection, wearing, and maintenance of furnished PPE, as required by OSHA regulations.
e. The vendor shall maintain all permits, licenses, and other forms of documentation and certification required for compliance with such laws and regulations.
f. If solid waste generated needs to be incinerated, as a means of disposal and destruction, to comply with environmental laws and ordinances, the vendor shall provide to the Environmental Protection Agency proof that the incinerator will accept the waste.
g. In the event the vendor, its subcontractors, or any transporter or disposal facility used by the vendor should become noncompliant with respect to any Federal, state, or local environmental or safety and health law or regulation, the vendor shall not be relieved of the terms and conditions of this BPA, nor of its responsibilities and liabilities under the BPA. The vendor shall notify the Contracting Officer within two (2) business days and in writing specifying the nature and extent of the regulatory violation(s). The vendor shall be solely responsible to the extent of the law for all monetary citations as a result of non-compliance with applicable laws and regulations once the chemical waste is under the vendor's control. For Treatment Storage and Disposal Facilities (TSDFs) and recycling facilities, the vendor shall submit copies of all permits and licenses to the Contracting Officer within ten (10) business days of a change in status during the life of this BPA when permits or licenses are amended, renewed, or replaced.
h. The vendor shall assign an employee as a primary point of contact for overall coordination of the services to be provided under this BPA. Telephonic, facsimile, electronic mail, or written communication from EPA shall be responded to by the vendor within 24 business hours. In the event the primary contact is temporarily unavailable, an alternate familiar with the activities of this BPA shall fulfill this provision. The Contracting Officer must be notified in writing of the appointment of a replacement of the primary point of contact prior to assumption of work on this BPA.
Vendor Furnished Items
a. The vendor shall furnish all facilities, equipment, materials, parts, tools, and administrative supplies necessary for the performance of the work of this BPA at no additional cost to the Government. Materials, equipment, and supplies procured by the vendor shall meet all Federal, state, and local regulations, specifications, and standards.
b. The vendor shall provide storage and shipping containers that are appropriate for the chemical waste streams generated by the EPA. The vendor shall inspect the containers to ensure compliance with all applicable requirements prior to use by the EPA and shipment by the vendor. The vendor shall provide containers for over packing, if needed, but shall repackage only after receiving authorization.
c. Upon request, the vendor shall provide the personnel and all packing materials for the preparation and transport of containerized lab packs. The vendor in all cases is required to certify that the waste is properly packaged and labeled in accordance with 49 CFR 178.
d. All packing operations, including marking and labeling and placarding shall be in accordance with 49 CFR 172, 173, 178, 179.
e. The vendor shall be responsible for proper disposal of the original container or packaging resulting from repackaging of wastes at no additional cost to the Government.
Government Furnished Items
a. The Government will offer the vendor the labels for the mixed chemical preprinted with the generator's name, address, and applicable waste description and code(s).
b. The Government will provide the vendor with a copy of the applicable chemical waste inventories and the applicable Emergency Spill Response Plan upon the BPA award.
c. Each site which plans to participate in hazardous waste elimination through this BPA shall have on site an individual who has been trained in all of the pertinent requirements (Safety, Health and Environmental professional). This individual typically is the SHEMP Manager. This includes both RCRA and DOT training for those responsible for shipping/receiving hazardous waste and for signing of hazardous waste manifests. Refresher training shall be provided every year for RCRA compliance and every three years for DOT compliance. This individual will be responsible for the preliminary categorization of hazardous waste and segregation of the waste into the appropriate waste streams. They will also be responsible for assisting in the preparation of the Purchase Requisition and identifying the waste category and applicable costs from the price list provided by the vendor upon the award of contract. This individual will also be responsible for signing of the manifest (for their facility), and ensuring that the signed copies of the hazardous waste manifest and applicable certificates of destruction are received by their facility. This Statement of Work and the resulting contract are only a vehicle which each EPA facility can utilize to dispose of all hazardous waste in accordance with applicable government regulations. The site safety, health and environmental professional assumes all responsibility for contacting the vendor, arranging for a hazardous waste pickup, and ensuring that paperwork is brought to completion.
d. Each EPA site that plans on participating in this BPA must have on site an individual who has been trained under the requirements for Contracting Officer Representative (COR). The aforementioned individual will be responsible for creating Purchase Requisitions with the assistance of the safety, health and environmental professional on site. In addition to this the onsite COR will function as Call Ordering Office under this BPA, and will be trained to function as such. They will be responsible for all Call Ordering Officer requirements and submitting the appropriate paperwork to the Contracting Officer for this BPA. The Safety, Health and Environmental Professional and the COR can be one in the same individuals.
Chemical Waste Management
a. The vendor shall possess, or ensure that subcontractors working under this BPA possess, applicable licenses to transport hazardous waste through the indicated states, licenses applicable to all Treatment Storage and Disposal facilities, and licenses to process and dispose of waste at its final destination. If the waste is listed as a mixed radioactive waste then the applicable Nuclear Regulatory Commission (NRC) license and required state identification numbers that are required for transportation and disposal of chemical waste.
b. The vendor shall assist the EPA laboratory in the characterization and documentation of chemical waste streams including preparing waste analysis and profile sheets and conducting sampling and analysis of chemical wastes as may be required prior to disposal.
c. The manifest for the shipment shall be prepared by the vendor in accordance with applicable Federal, state, and local requirements prior to any shipment leaving the EPA facility. Nuclear Regulatory Commission (NRC) requirements for proper recording of waste disposal and manifests are defined in 10 CFR 20.2006 Transfer for Disposal and Manifests and Appendix G to 10 CFR Part 20. The manifest shall be presented to the local SHEMP manager for verification and signature at pick-up of chemical waste. The vendor shall number each manifest in Box #1 with the site specific EPA Identification Number, a consecutive unique five-digit number in the last five spaces of Box #1 and other information required by Federal, State, and local manifest preparation regulations. In the event the manifest has a pre-printed number in Box A, State Manifest Document Number, the vendor shall use the last five digits of the State Manifest Document Number in the last five spaces of Box #1. The vendor shall leave the appropriate signed and dated copies with the SHEMP manager prior to departure.
d. The vendor shall provide an emergency notification contact and telephone number for use on the EPA chemical waste manifest. The contact point shall be operating on a 24-hour basis and be capable of providing emergency instructions for the identification and cleanup procedures of any spilled EPA chemical waste.
e. At the time of shipment, the vendor shall prepare Land Disposal Restriction (“land ban”) notifications for any Resource Conservation and Recovery Act (RCRA) regulated hazardous wastes in accordance with 40 CFR Part 268. The vendor shall leave a copy of the land ban form with the SHEMP manager at the time of pick-up.
f. For lab packs, if applicable, packing lists or inventory sheets shall be prepared by the vendor at the EPA facility and/or laboratory and shall indicate the type of waste, net quantity, and size of containers. The packing list or inventory sheet shall identify the lab pack or over pack container in which the inventoried item is placed. Packing lists or inventory sheets shall be affixed to the exterior of the corresponding container and shall accompany the manifest and other related documentation. Copies of the packing lists/inventory sheets shall be submitted with the invoice.
g. The vendor shall provide a PCB manifest if TSCA regulated PCB wastes (per 40 CFR 761) are transported from the EPA facility and/or laboratory. Any PCB-only manifest shall record/display the facilities' unique “PCB waste ID numbers” for each individual container of regulated PCB waste disposed of. All PCB manifest information shall be printed legibly or typed and minimally contain that information required by applicable Federal, State, and Local hazardous chemical waste regulations. PCB waste manifest shall be submitted to the SHEMP manager for review and signature during the facilities' operating hours and prior to the shipment of PCB wastes off-site. The SHEMP manager will review the PCB manifest for completeness and accuracy and may require corrections when necessary. Copies of the PCB manifest, including any continuation sheets together with copies of all packing slips shall be hand delivered to the SHEMP manager prior to shipment of PCB wastes from the facility to the Treatment Storage and Disposal Facility (TSDF).
h. If EPA chemical wastes must be placed in storage prior to ultimate disposal, the vendor shall not alter the original contents of any drum or lab pack material, unless required to maintain compliance with applicable regulations or after receiving authorization from the EPA local SHEMP manager.
i. Upon leaving the EPA facility and/or laboratory, the description of chemical waste entered on the manifest shall be modified only subsequent to approval by the SHEMP Manager. Approvals for such modifications must be obtained for each manifest.
Transportation
a. The vendor shall also be responsible for all licenses, permits, and registration fees required for compliance with the transportation requirements, except as may be otherwise specified by law.
b. All containerized chemical waste must be transported in vehicles with fully enclosed cargo boxes. Each truck or van transporting chemical waste must have an emergency spill cleanup plan and basic cleanup equipment on board. Transportation personnel shall be trained in accordance with the applicable U.S. Department of Transportation and NRC regulations for the transportation of hazardous chemical materials.
c. Chemical waste and other materials, picked up by the vendor from non-EPA facilities may not be added to any container of chemical waste originating from the EPA laboratories. Chemical waste and other materials from non-EPA facilities may be transported on the same truckload as the EPA directed waste. Transporters shall be chosen, where possible, who do a minimum of interlining or intermediate stopping before reaching the disposal site. All EPA directed waste must be transported to the disposal facility or interim storage facility without delay, in accordance with NRC manifest regulations. The vendor must notify the SHEMP Manager if 10 calendar days or more have elapsed during shipment.
Treatment, Storage, and Disposal
a. The vendor shall use only disposal facilities that have a valid permit to manage the types of chemical waste and other permits/licenses as necessary in the event of mixed waste streams (multi-regulated) generated by EPA, and the vendor shall be responsible for determining that the permit allows for the type of management and disposal intended for that waste. The vendor shall also verify that any subcontractor handling chemical waste, including a transporter, is in compliance with all applicable Federal, state, and local regulations.
b. The vendor shall maximize the use of treatment facilities that employ validated, best available technologies to permanently destroy or render EPA waste chemical/non-hazardous.
c. The Land Disposal Facility shall prepare Certificates of Treatment/Disposal/ Destruction that clearly identify the name and EPA ID number of the EPA laboratory, the associated Waste Manifest Document Numbers(s), the BPA number, Call-Order number(s), and the method(s) of treatment/disposal/destruction for the waste. Copies of the Certificates of Treatment/Disposal/Destruction shall be submitted to the SHEMP Manager.
d. In the event that chemical waste is misidentified by EPA and is therefore refused by the TSDF, reasonable additional costs incurred by the vendor shall be subject to an equitable adjustment.
e. An initial list of proposed incineration facilities for EPA chemical waste shall be identified by the vendor and provided to Headquarters for proposal evaluation purposes. The vendor shall supply copies of all permits and other evidence of legal compliance for each TSDF facility. Documentation shall be provided to the SHEMP Manager prior to material pick-up.
f. No chemical waste taken from the EPA lab shall be shipped to, stored in, or disposed of at any location not listed as a permitted treatment, storage, disposal facility (TSDF) by the EPA or applicable States. All disposal facilities shall be located in the United States.
Emergency Spill Response Plan
a. The vendor shall submit a copy of their emergency response procedures to the Project Lead. The vendor shall be responsible for obtaining and complying with the EPA laboratory's emergency spill response plan. Where discrepancies exist between the vendor and EPA procedures, they shall be identified and resolved with the local SHEMP Manager. The local SHEMP Manager will also provide the vendor with inventories of chemical materials designated for treatment, storage, and disposal.
b. For the purpose of this BPA, the vendor shall be responsible for the spill cleanup that the vendor causes at the EPA facilities or during transportation of EPA wastes and shall bear the cost of cleanups and any additional disposal costs. The local SHEMP Manager will provide spill cleanup materials for use in the event of an EPA caused spill.
c. If chemical waste generated by the EPA is spilled, for which the vendor is responsible, the vendor shall submit a Spill Report to the local SHEMP Manager identifying all spills by type and amount of chemical and identifying personnel exposures that occur involving spilled waste, whether at any pick-up or storage location or during transportation. The vendor shall provide certification that the spill was removed, a statement regarding the effect on any employees, and a description of the cause. Such an incident shall be reported immediately, but no later than 24 hours after such incident, by telephone to the appropriate regulatory authorities (including the National Response Center, if in excess of the reportable quantity) and the local SHEMP Manager. The vendor shall follow up the telephone report in writing no later than seven (7) days after leaving the EPA facility or EPA laboratory.
Documentation
a. The vendor shall possess all applicable permits, licenses, and other forms of required documentation and certifications required for compliance at the time of award of this BPA, except as may be otherwise specified by law.
b. A copy of proof of insurance. Insurance shall be provided prior to commencement of work, the vendor shall furnish to the contracting officer a certificate or written statement of all insurance.
c. The vendor shall monitor the movement of chemical waste (and mixed waste) from the EPA facility until final disposition. Each container of waste listed on an incoming manifest shall be assigned a container-specific identifier by which the container shall be tracked.
d. The vendor is required to assure the return of the appropriate signed and dated copy of the uniform chemical waste (and other RCRA or TSCA manifests, if applicable) manifest from the final disposition point to the originating laboratory within 30 calendar days from pick-up of the materials.
Use of Subcontractors
a. The vendor shall not employ the services of any subcontractor, including transporters and TSDF's, who handle chemical waste without prior approval of Headquarters. The Government reserves the right to prohibit the vendor from employing the services of a subcontractor to treat, transport, dispose, or store wastes generated by the EPA specified herein who does not possess the ability to satisfactorily perform in accordance with the provisions of this BPA. The use of a subcontractor or subcontractors does not relieve the vendor of any requirement set forth in this BPA. The vendor is responsible for ensuring that any subcontractor(s) perform in accordance with the BPA terms and conditions.
b. If the vendor requests approval of additional TSDF's or transporters, the Government must be allowed 10 business days to evaluate such requests. The additional TSDF's or transporters must meet the same standards contained in the solicitation for TSDF's or transporters. The vendor is not relieved of the contractual obligation to remove and dispose of all chemical wastes identified in the BPA award within the contractual time frames during the period the Government is evaluating the request(s) for additional subcontractor(s).
c. The TSDF's approved for use under this BPA are only approved subject to all services being performed in accordance with all Federal, state, and local laws and regulations and the TSDF's permits. The vendor must have the capability to meet the removal and disposal time frames required by the BPA for all waste streams identified in the Attachments.
Inspection and Acceptance
a. The Government and its duly authorized representatives shall have the right to inspect and obtain copies of all written licenses, permits, and approvals issued by any Government entity or agency to the vendor or its subcontractors that are applicable to the performance of services under this BPA. The Government shall also have the right to inspect the handling, loading, transportation, treatment, storage, and disposal operations conducted by the vendor or its subcontractors in the performance of this BPA.
b. The Government shall be afforded access to any facility used by the vendor and any subcontractors in performing services under this BPA, including offices, laboratories, and treatment, storage, and disposal facilities where BPA related records are retained. Government inspections of vendor or subcontractor or facilities where EPA waste is handled will be scheduled at least 24 hours in advance of an on-site inspection. The purpose of these inspections is to assist the Government in determining the conformance of services with the BPA requirements.
DELIVERIES OR PERFORMANCE
BPA Period
The BPA period will be from date of award through five years. This BPA is for a period of five years beginning 2011.
Time of Performance
a. The vendor must make arrangements with the EPA facility or laboratory within five (5) business days from the receipt of a Call Order for pick-up of chemical waste.
The pick-up date for the chemical waste shall be provided to the SHEMP Manager within this 5-day period.
b. The manifest shall be presented to the SHEMP Manager for verification and signature at the scheduled pick-up of chemical waste.
c. The vendor shall remove the chemical waste no later than 21 business days after receipt of a Call Order.
d. Copies of the returned signed hazardous waste manifest, indicating that the shipment of waste has reached its final destination (and which has been signed by the destination facility) must be received by the EPA facility (where the waste originated) within 30 calendar days from the date of the shipment.
e. Disposal of all wastes removed by the vendor shall be completed as follows:
1.) Within eight months after issuance of each written Call Order for chemical/radioactive waste with a final disposal method other than destructive incineration. The Certificate of Destruction must be provided to the EPA facility at that time.
2.) Within 10 months after issuance of each written Call Order for chemical/radioactive waste requiring a final disposal method of destructive incineration. The Certificate of Destruction must be provided to the EPA facility at that time.
Payment Schedule
The vendor shall receive full payment for pick-up and disposal upon the local SHEMP Manager's receipt of the manifest signed by the final disposition facility. The local SHEMP Manager will be responsible for contacting the Contracting Officer and releasing the payment which was place on this BPA by the local laboratory.
LABOR CATEGORY DESCRIPTIONS
Following are labor categories descriptions that may be utilized by the tasks required in the SOW. On the pricing submission and as well as the technical submission, the vendor is to indicate their labor category title, description, and level of experience to compare with the EPA descriptions. If any subcontractors are used, the same labor category requirements apply.
Experience/Education Substitutions:
Any combination of additional years of experience in the proposed field of expertise with projects of similar scope and complexity as the SOW, and/or full time college level study in the proposed field of expertise totaling four (4) years will be an acceptable substitute for a B.A. /B.S. degree.
A B.A. /B.S. degree plus any combination of additional years of experience and/or graduate level study in the proposed field of expertise with projects of similar scope and complexity as the SOW, totaling two (2) years will be an acceptable substitute for a Master's degree.
Years of graduate study (beyond undergraduate degree) in the proposed field of expertise with projects of similar scope and complexity as the SOW, may substitute one-for-one for years of experience (up to 4 years).
Task Order Program Manager
Senior technical staff member who performs day-to-day management of overall contract support operations involving successful management of multi discipline teams composed of hazardous waste lab pack technicians, hazardous waste lab pack supervisors, hazardous waste reactive project manager, hazardous waste reactive assistant and hazardous waste radioactive project manager who have been involved with multiple hazardous waste pick up and disposal projects including, but not limited to, waste identification and characterization, sorting of waste according to compatibility, knowledge of proper packaging and modes of transport, knowledge of applicable EPA Resource Conservation and Recovery Act (RCRA) laws and appropriate manifesting of waste, knowledge of applicable Nuclear Regulatory Commission NRC rules and regulations, knowledge of applicable Department of Transportation (DOT) rules and regulations involving hazardous waste, knowledge of characteristic/listed & mixed waste streams, knowledge of applicable permitting regulations in the origin/transit & destination states, appropriate waste disposal and waste destruction activities, and knowledge of tracking mechanisms to insure that waste reaches its final destination from cradle to grave. Organizes, directs, and coordinates planning and production of hazardous waste pickup and disposal activities. This individual will be responsible for all administrative support functions involved in planning the pickup, manifesting, routing, storage, treatment, and ultimate disposal of hazardous waste in accordance with all applicable federal, state and local regulations. They must demonstrate good written and oral communication skills. The individual will be required to provide specialized technical expertise, technical advice, and counsel to SHEM professionals or other site personal responsible for hazardous waste disposal at the EPA. The individual must possess a graduate degree or equivalent (see above) in a related field and have a minimum of 15 years of experience managing complex waste disposal programs and at least 10 years of hands-on experience in direct supervision of employees involved in hazardous waste disposal.
Lab Pack Supervisor
Senior technical staff member must have expert knowledge in hazardous waste pick up and disposal projects including, but not limited to, waste identification and characterization, sorting of waste according to compatibility, knowledge of proper packaging and modes of transport, knowledge of applicable EPA Resource Conservation and Recovery Act (RCRA) laws and appropriate manifesting of waste, knowledge of applicable Department of Transportation (DOT) rules and regulations involving hazardous waste, knowledge of characteristic/listed & mixed waste streams, knowledge of applicable permitting regulations in the origin/transit & destination states, appropriate waste disposal and waste destruction activities, and knowledge of tracking mechanisms to insure that waste reaches its final destination from cradle to grave as it relates to environmental compliance. The individual will be required to provide technical expertise of environmental regulatory compliance and in managing others in engaged in hazardous waste activities on site. The individual must possess a bachelor's degree in environmental science or chemistry, environmental engineering, science, or a related discipline (or equivalent) and have a minimum of 5 years experience in environmental technical work, including 5 years of hands-on experience in hazardous waste pickup and three years of supervisory experience in a hazardous waste pickup scenario. This individual must possess the required RCRA, DOT, OSHA, and HazWoper certifications required by law, and provide proof of these certifications.
Lab Pack Technician
The lab pack technician must have overall knowledge of hazardous waste pick up and disposal projects including, but not limited to, waste identification and characterization, sorting of waste according to compatibility, knowledge of proper packaging and modes of transport, knowledge of applicable EPA Resource Conservation and Recovery Act (RCRA) laws and appropriate manifesting of waste, knowledge of applicable Department of Transportation (DOT) rules and regulations involving hazardous waste, knowledge of characteristic/listed & mixed waste streams, knowledge of applicable permitting regulations in the origin/transit & destination states, appropriate waste disposal and waste destruction activities, and knowledge of tracking mechanisms to insure that waste reaches its final destination from cradle to grave as it relates to environmental compliance. The individual must possess an associate's degree in environmental science or chemistry, environmental engineering, science, or a related discipline (or equivalent) and have a minimum of 2 years experience in environmental technical work, including 2 years of hands-on experience in hazardous waste pickup and three years of supervisory experience in a hazardous waste pickup scenario. This individual must possess the required RCRA, DOT, OSHA, and HazWoper certifications required by law, and provide proof of these certifications.
Reactive Project Supervisor/Manager
This senior level position specializes in materials that are reactive in nature. Reactive chemicals are classified according to the following designation;
It is normally unstable and readily undergoes violent change without detonating.
It reacts violently with water.
It forms potentially explosive mixtures with water.
When mixed with water, it generates toxic gases, vapors or fumes in a quantity sufficient to present a danger to human health or the environment.
It is a cyanide or sulfide bearing {material] which, when exposed to pH conditions between 2 and 12.5, can generate toxic gases, vapors or fumes in a quantity sufficient to present a danger to human health or the environment.
It is capable of detonation or explosive reaction if it is subjected to a strong initiating source or if heated under confinement.
It is readily capable of detonation or explosive decomposition or reaction at standard temperature and pressure.
It is an explosive as determined by the U.S. DOT.

Radioactive Project Supervisor/Manager
This senior level position specializes in waste that is radioactive in nature. Radioactive materials include any waste that results by the spontaneous decay of the atomic nucleus of an unstable atom resulting in the emission of charge particles. This decay can be alpha, beta, or gamma decay. Waste can be present in the form of tracer materials, items contaminated by tracer materials, and sealed sources. Senior technical staff member must have expert knowledge in hazardous waste pick up and disposal projects including, but not limited to, waste identification and characterization, sorting of waste according to compatibility, knowledge of proper packaging and modes of transport, knowledge of applicable EPA Resource Conservation and Recovery Act (RCRA) laws and appropriate manifesting of waste, knowledge of applicable Nuclear Regulatory Commission (NRC) rules and regulations, knowledge of applicable Department of Transportation (DOT) rules and regulations involving hazardous waste, knowledge of characteristic/listed & mixed waste streams, knowledge of applicable permitting regulations in the origin/transit & destination states, appropriate waste disposal and waste destruction activities, and knowledge of tracking mechanisms to insure that waste reaches its final destination from cradle to grave as it relates to environmental compliance. The individual will be required to provide technical expertise of environmental regulatory compliance and in managing others in engaged in hazardous waste activities on site. The individual must possess a bachelor's degree in nuclear physics or general physics, chemistry, environmental science, environmental engineering, science, or a related discipline (or equivalent) and have a minimum of 5 years experience in environmental technical work, including 5 years of hands-on experience in hazardous waste pickup and three years of supervisory experience in a hazardous waste pickup scenario. This individual must possess the required RCRA, DOT, NRC, OSHA, and HazWoper certifications required by law, and provide proof of these certifications.
Administrative Support I
Junior staff member who supports senior staff in report preparation and quality assurance reviews. The individual will assist in administering hazardous waste pickup, manifest and land ban form tracking, and in day to day administrative functions. Must works under the supervision of senior administrative staff. Depending on administrative functional specialty, provides support to program management staff. The individual must have a minimum of a High School diploma and1 year of relevant work experience in performing word processing. The individual is required to have technical computer skills and ability to use word processing, spreadsheets and presentation development software. They must also possess the specialized knowledge of the computerized chemical waste tracking system utilized by their employer.
