The U.S. Environmental Protection Agency (EPA) Security Management Division (SMD) is requesting quotes for award of a firm fixed priced Purchase Order. The order will be awarded on a "best value" basis. All technical factors when combined are more important than price. Issue of the purchase order will only be made to vendors located in the Pacific Northwest.

The intent of this Purchase Order is to establish a foundation to improve the lighting at the three facilities: EPA’s Environmental Research Laboratory (ERL) located at 200 SW 35th Street in Corvallis, Oregon, Office of Research and Development (ORD) Willamette Research Station (WRS) located at 1350 SE Goodnight Avenue in Corvallis, Oregon, and ORD Coastal Ecology Branch located at 2111 SE Marine Science Drive, in Newport, Oregon for general security and personnel protection purposes.

Tasks that will be performed include conducting a lighting survey, analyzing the survey findings from both security lighting and energy efficiency perspectives, and developing recommended solutions to address security concerns. To address EPA’s concerns regarding night sky protection and light trespass, comply with the exterior lighting requirements of the US Green Building Council’s (USGBC) LEED Reference Guide for Green Building Design and Construction, 2009 Edition, Credit 8: Light Pollution Reduction. Work performed and documents developed as a result of this SOW will be used to potentially install/upgrade lighting at the three EPA facilities.

SITE VISITS
Mandatory Site Visits are scheduled as follows: Aug 18th 2010:

Failure to attend the mandatory site visits on each day will result in submission being termed non-compliant.

Contractors will be escorted to the EPA occupied space to sign in at the security desk and will be escorted to the conference room. Please have valid government identification when entering EPA facilities.

All interested contractors should email redmon.iris@epa.gov and fisher.trina@epa.gov with names of representatives planning to attend the MANDATORY SITE VISIT by 2:00 p.m. on 08/16/10.

Evaluation criteria and quote instructions may be found in the documents attached below. Questions related to this requirement must be received via email to the contract specialist fisher.trina@epa.gov and contract officer redmon.iris@epa.gov no later than 2:00 p.m. on 08/16/10.
Final submissions are due no later than 3:00 p.m. on August 25, 2010.
