The U.S. Environmental Protection Agency Office of Criminal Enforcement requires tamper proof/evident, high security/high resolution custom holographic security labels for EPA credentials. The Statement of Work is below.

Statement of Work

Vendor to provide initial setup, tooling and manufacture of custom designed, silver metalized tamper proof/evident holographic labels, 1 inch wide by 0.5 inches high. Each label shall bear holographic images, artwork to be provided by customer, situated in the left foreground, and a second holographic image, artwork to be provided by customer, situated in the right foreground. Additionally, the background of the label shall bear background design approved by customer of varying colored holographic text and/or artwork to be determined and provided upon award of contract.

The finished product must include a minimum of 3 overt and 4 covert security features. These overt and covert features shall be selected and approved by the customer upon award of contract. All labels will be serialized alpha numerically, details to be provided upon award of contract. Minimum resolution for the holographic images shall be 2,000 dpi or greater.

Vendor shall provide a design proof of proposed design of product for customer approval before production begins. Delivered finished product required within 5 weeks of award of procurement.

Price quoted is for the set up and production of the item specified in this document with a minimum initial production of 5000 holographic labels.

For security reasons, vendor must be an International Hologram Manufacturers Association (IHMA) member and have the hologram produced for this procurement registered with the IHMA Holographic Image Registry. All production and manufacturing of holograms for this procurement must be done at a secure facility physically located within the United States . Any subcontracting shall be disclosed in advance of award of this contract and may only be to a facility located within the United States .

Vendor and any of their subcontractors must be able to document their security practices. They must ensure that neither the specifications provided herewith nor the holographic labels or master shims for this product will be reproduced, sold, loaned or bartered for any reason except as authorized by the US EPA. Vendor acknowledges that they are aware that the holographic image, which they are being authorized to produce for this procurement, contains an official seal of a US Government Agency and any misuse or misrepresentation using such seal, without permission, is a federal crime. Upon completion of order, master shims and any other shims produced shall be returned to customer. A written agreement to this effect shall be required as prerequisite to the award of this contract.

All contractors shall submit a firm-fixed price quote for the requirements listed above. All customary charges, including shipping, should be included with any offered quote. All quotes will be evaluated on a best value basis: price, past performance and technical quality being the three factors. Contractors should provide past performance information on (3) contracts for a similar quantity and quality of items for other federal, state or local law enforcement agencies, including contact information for those contracts.

All responsible sources may submit a response which, if timely received, will be considered by the Agency. Interested vendors will be responsible for the timely submission of their quote.
