Unlimited Downloads of HVAC systems Quality Installation Verification Protocols and Maintenance of Residential HVAC Systems Standard

The US Environmental Protection Agency (EPA) Office of Air and Radiation (OAR) Climate Protection Partnership Division (CPPD) intends to award a sole source fixed-price to the Air Condition Contractors Of America Educational Institute of Arlington, VA. The estimated value of this request is $30,000.

The justification is as follows. ACCA is the only company that can provide this service as they are the sole owner of the standard copyright and their permission is needed to disseminate downloads. The contractor will be responsible for providing EPA with unlimited downloads to the Air Conditioning Contractors of America’s (ACCA) heating and air conditioning (HVAC) systems Quality Installation Verification Protocols and Maintenance of Residential HVAC Systems Standard and all subsequent versions of each. With the Air Condition Contractors Of America being the only known source able to satisfy the Government’s requirement of these services to the government it is in the best interest of the Government to sole source this effort. The purchase order will aid in improving existing HVAC installation practices to deliver greater comfort and energy savings to consumers. Under the authority of FAR part 6.302, this is neither a request for proposal nor a solicitation for offers.
