This is a Simplified Acquisition for the Office of Research and Development (ORD) to undertake a nationally-focused study entitled Sustainability Linkages in the Federal Government. The Linkages initiative will attempt to identify and describe the linkages among domains suchas as energy, water, and health that are not routinely considered in decision making. The study will build upon existing and emerging expertise throughout the scientific, technological, and policy communities, describing the nexus where domains intersect but existing institutions and disciplines do not.
The National Academy of Sciences conducts studies for a variety of sponsors, most notably the Federal Government as required by the Academy’s charter. The NAS is a private, non-profit, self-perpetuating society of scholars engaged in scientific and engineering research, dedicated to the furtherance of science and technology and to their use for the general welfare. Upon the authority of the charter granted to it by the Congress in 1863, the Academy has a mandate that requires it to advise the Federal Government on scientific and technical matters.
Executive Order 12832, “Amendments Relating to the National Research Council,” further states, "When a department of agency of the executive branch of the Government determines that the Academy, because of itsunique qualification is the only source that can provide the measure of expertise, independence, objectivity, and audience acceptance necessary to meet the department's or agency's program requirements, acquisition of services by the Academy may be obtained on a noncompetitive basis if otherwise in accordance with applicable law and regulations."
The price for this study is anticipated at $100,000.00.
Under the Commercial Item Acquisition Procedures for other than full and open competition authorized by FAR part 12 in conjunction with FAR13.106(b(1), Simplified Acquisition Procedures, this is neither a request for quote nor a solicitation for offers.
