The U.S. Environmental Protection Agency’s Office of International and Tribal Affairs intends to award a firm-fixed-price purchase order to American University's American Indian Program in Washington, DC under the authority of FAR Part 13.106-(1)(b)(1) using Simplified Acquisition Procedures. After conducting market research it has been determined that American University is the only responsible available source that has developed a nationally-recognized internship program with the goal of giving students of sovereign American Indian, Alaska Native, and Native Hawaiian (AI/AN/NH) nations the opportunity to build leadership skills acquired from studying and interning with a federal agency or a non-governmental organization. American University’s Washington Internships for Native Students (WINS) offers students of sovereign American Indian, Alaska Native, and Native Hawaiian (AI/AN/NH) nations the opportunity to build leadership skills while living, studying, and interning in Washington, DC. Developed in response to the White House Initiative on American Indians and Alaska Natives, this enriching program offers qualified students full scholarships funded by American University and sponsoring organizations.
The contractor will assist EPA’s American Indian Environmental Office staff with the creation of tools for implementing EPA’s consultation and coordination policy.The contractor will work with tribes and tribal governments to help establish more effective practices for consultation with EPA on a government-to-government basis. Specifically, the intern shall help develop resources (e.g., outreach and training materials) geared toward smaller tribes and/or tribes lacking in significant resources with which to engage in the consultation process. Specific deliverables include (1) a report identifying the target audience for significant resources; (2) a report with a sample group of tribal contacts to determine what type of materials and resources would be most helpful in meeting EPA’s mission; and (3) a listing of existing tribal consultation guides for reference purposes.
This is not a request for quotation. No contract will be awarded on the basis of offers received in response to this notice. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
