The United States Environmental Protection Agency (EPA), Office of Research and Development (ORD) anticipates conducting a simplified acquisition for research services for its National Center for Environmental Assessment (NCEA). The purpose of the work performed by the Contractor shall include identification of how local decision-makers respond to change, including acute events; what decision-makers view as their vulnerabilities to climate change; development of an evidence-based set of social indicators for climate vulnerability; creation of an in-depth assessment of what constitutes vulnerability, including measures of social capital, social networks, social capacity, education, and awareness of risks; measurement of the effectiveness of outreach and public education measures regarding risks; and assessment of the effects of new programs by local and federal programs.
This procurement will be conducted under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 541720, Research and Development in the Social Sciences and Humanities . The small business Size Standard is $7.0 Million. The Request for Quotations (RFQ) will be posted on or about September 29, 2011. Proposals shall be due approximately 15 days after the RFQ issuance date. The anticipated contract type is time and materials. The period of performance is expected to be date of award through December 31, 2012.
At this time, EPA does not anticipate issuing this requirement as a small business set aside. However, we will consider responses to this notice from small businesses who believe they are capable of providing the services requested. A final determination will be made prior to release of the final RFQ.
