Notice of Intent to Sole Source – Forma Incubated Tabletop Orbital Shaker

The U.S. Environmental Protection Agency (EPA) Office of Pesticide Programs (OPP) in Washington, DC intends to award a Purchase Order to Thermo Fisher Scientific, LLC, of Marietta, OH, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to acquire two (2) Forma incubated tabletop orbital shakers, in accordance with the following requirements and technical specifications:
- Overall size requirements: 36” deep, 36” wide, no height restriction
- Wide temperature range (ambient ± 5°C to 80°C) with a control ± 0.1°C
- High degree of temperature uniformity with blowers (preferably two) to insure uniformity of ± 0.3°C in the flask
- Microprocessor functions and controls
- Audible over and under temperature alarms
- Large flask capacity platform with a small overall footprint
- Ability to stack units on a mobile stand that allows the entire unit to be reolocated when not in use
- Internal spill try to add secondary containment for biosafety requirements
The North American Industry Classification System (NAICS) code for this procurement is 333314. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that ThermoFisher Scientific, LLC is uniquely qualified to satisfy the Government’s requirement as they are the only company to produce a tabletop shaker which meets the required technical specifications/details.
Notwithstanding, any firm that believes it is capable of meeting EPA’s requirement, as stated herein, may submit their corporate capabilities, which if received by the response date of this announcement may be considered. Responses to this posting must be in writing and submitted to Nicole Humphrey, Contract Specialist at humphrey.nicole@epa.gov by 1:00PM EDT, May 14, 2008. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
