In accordance with FAR 13.106, t he US EPA National Enforcement Investigations Center (NEIC) is announcing its intent to purchase a Tekmar 14-9800-100, Stratum Purge & Trap Sample Concentrator; a Tekmar 14-6689-086 Interface Cable to 6890 and installation of the equipment. The brand name justification is as follows. NEIC currently owns a purge-and-trap/gas chromatograph/mass spectrometer that is used for analysis of volatile organic compounds in support of criminal and civil environmental investigations. Due to contamination from previous project samples, a new concentrator is needed. The equipment must be able to work in concert with the Tekmar auto-sampler already in use at NEIC. Only a Tekmar Stratum Purge & Trap Concentrator allows the auto-sampler to retain the full functionality required for the thorough and efficient analysis of volatile organic compounds.
All contractors shall submit a firm-fixed price quote for the requirements listed above. Shipping charges should be included within the quote and shipping should be FOB Destination to the US EPA OCEFT Criminal Investigation Division's offices in Washington , D.C. All commercially customary implied and written warranties for this type of item shall apply to this acquisition. All quotes will be evaluated by the lowest-priced, technically acceptable standard.
