BPA: Individual Inspector vehicle (Open Competition)

NAICS CODE 541620 : The U.S. Environmental Protection Agency (U.S. EPA), Federal Facilities Enforcement Office (FFEO) intends to solicit, negotiate and award multiple Performance Based type Blanket Purchase Agreements (BPAs) under the authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The BPAs will be awarded based on “Best Value” to the government with technical weighing more than cost, according to the evaluation criteria included in this solicitation. The purpose of this order is to provide full multimedia inspection support services to investigate the following environmental media: the Resource Conservation and Recovery Act (including underground storage tank requirements, hazardous waste generation, treatment, storage and disposal requirements); the Clean Air Act (including Title V permit requirements (compliance certification) and Title VI (CFC) requirements); the Clean Water Act (including NPDES permit requirements and storm water requirements; the Safe Drinking Water Act (including drinking water systems and Underground Injection Control requirements)); and the Emergency Planning and Community Right-to-Know Act (including EPCRA 313 & non-313 requirements). The estimated period of performance is: May 18, 2009 - May 18, 2012 with a 4 month incentive period after the end of each year based on performance, to be awarded at the end of the third year period collectively, extending the BPA for an additional year to May 18, 2013 . The estimated total value of this procurement is approximately $50,000. All interest parties capable of meeting EPA's requirement as stated herein may submit a capabilities statement, which if received by the response date of this announcement will be considered. All interest parties must be actively registered in Central Contractor Registration ( www.ccr.gov ) to be considered. Please provide your DUNS number.
