Support Agreement for Varian Laboratory Equipment

The US Environmental Protection Agency (EPA) Criminal Investigations Division (CID) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Varian, Inc. of Walnut Creek, CA for the Varian 1200 Total Care + Combipal + Combipal support agreement for a Varian 1200L triple Quadrupole Mass Spectrometer with GC and LC interfaces, a Varian 3800 GC and two Combipal GC Autosamplers. The period of performance for this requirement is
December 20, 2009 through December 19, 2009.
The maintenance agreement is a sole source purchase made in accordance with FAR 13.106-1(b)(1). It has been determined that Varian, Inc. is the original equipment manufacturer of the equipment listed above. Any parts and software provided must be compatible with the system in existence at NEIC. Varian, Inc. is the only vendor that has the combination of knowledge of the system, spare parts supply, and local service presence needed to provide the required parts and service.
NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE FOR THIS PROCUREMENT. All inquiries and concerns must be addressed in writing via e-mail to Schwartz.rachel@epa.gov by December 7, 2009 at 1 PM EST. Telephone inquiries will not be accepted. The decision not to compete this requirement is within the discretion of the government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
