The U.S. Environmental Protection Agency intends to increase the ceiling of a current firm-fixed-price Purchase Order with Veritox, Inc. doing business as GT-Engineering by $20,000.00. The ceiling of the order will be increased from $68,152.64 to $88,152.64. The Purchase Order supports on-going metallurgic analysis and litigative support for the pipeline case in Hammond, Indiana. The original sole source Purchase Order, issued on August 26, 2010 was not synopsized to FedBizOpps per FAR part 5.202(a)(2), which states that simplified acquisitions made under unusual or compelling urgency do not need to be synopsized to FedBizOpps. At that time an oil pollutant discharge was being emitted from an onshore oil transit pipeline that runs from Indiana to Illinois, and a contractor was immediately needed to assess the oil pollutant discharge into soils and the subsequent impact on the Hammond sanitary sewer system.
Work on this case is on-going due to unexpected difficulties relating to the destructive analysis protocol which has resulted in significant additional expenses. Additional expenses were also incurred by greater than expected literature research required concerning factors affecting magnetic flux leakage measurements and inline inspection (ILI) procedures and excepted standards of care.
Continuation of this work with no break in service is required by the Agency due to the importance and impact of this pipeline case on the surrounding community. No contract will be awarded on the basis of offers received in response to this notice. Notwithstanding, any firm who believes it is capable of meeting EPA’s requirement as stated herein may submit a response, which if received by the response date, will be considered.
