The U.S. Environmental Protection Agency's (EPA) Office of Acquisition Management (OAM) is seeking GSA schedule quotes under a competitive procurement for Google Earth, Fusion Servers, Enterprise Servers, Mapping Api, Google Applications, Training and Unlimited Access. The period of performance is for a base year and 4 options. The beginning date of performance will be determined based upon the contract award date. Please submit to Genine Mcelroy at mcelroy.genine@epa.gov and Andrea Brunsman at brunsman.andrea@epa.gov All inquires and responses are due by 2:00 pm on Friday, September 19, 2008.


Update: September 18, 2008

The following questions and answers (6-10) are posted to further clarify this requirement for all interested parties.

Q6. Is there any need for raster datasets?
A6. There is not a requirement for additional raster datasets. The only raster data required is already tied into the products.

Q7. Is there a need to access the Public Google datasets?
A7. No, not beyond what is already included in the Google client.

Q8. Is a software subscription service being sought after --given the Option I through Option IV periods?
A8. The US EPA would like to be able to access the products in the RFQ for a Base and four Option Years. However this is normally accomplished in the industry is acceptable to the EPA. A subscription for the entire period of performance is acceptable.

Q9. In the event a permanent license is sought rather than a software subscription is there a need to purchase additional licenses after the Base Period and therefore the request for Option I through IV periods (given the
min and max quantities indicated)?
A9. See above. The US EPA would entertain a quote for a permanent license with yearly maintenance in the option periods. Per the RFQ, the estimates for EPA usage should be taken into consideration when preparing the quote. EPA would like to have access to additional licenses in the Option Years.

Q10. In the Standard Form 1449 what is meant by Discount Terms? Is this referring to a specific date when discounts will not longer apply?
A10. Discount Terms would be any special offers in price, quantity, early payment or delivery schedule. This information can be included or expanded upon on additional pages. This could include when a discount would no longer be available.

The following questions and answers (1-5) are posted to further clarify this requirement for all interested parties.

Q1. Could the government please confirm the due date for quotes submitted in response to RFQ #PR-XX-08-10184 - Google Earth, Fusion Servers, Enterprise Servers, Mapping Api, Google Applications, Training and Unlimited Access? While the EPA acquisition website states “responses are due by 2:00 pm on Friday, September 19, 2008,” Block 8 of the SF 1449 states “OFFER DUE DATE/ LOCAL TIME 5/19/2008 02:00 PM.”

A1. The due date for all submissions is 2:00 PM on Friday, September 19, 2008 .

Q2. Is it necessary to be a GSA contractor to respond?

A2. Anyone can respond to the RFQ. The Government is looking for the best price for the requirement.

Q3. Do I have an equal opportunity to be awarded the contract if I am not a GSA contractor or will GSA contractors be given preference over non-GSA contractors?

A3. See above.

Q4. Is the pdf available online to fill in electronically?

A4. There is not a fill-able .pdf available.

Q5. Under Pricing instructions the list of items includes Fusion Servers and Enterprise Servers – does this request include both hardware and software OR is it hardware or software specific?

A5. This requirement is only for software.
