Welcome to the Status Page for PR-HQ-08-10390. This requirement is restricted to GSA Millennia Industry Partners. The Government anticipates issuing a single cost reimbursement task order consisting of a twenty seven (27) month base period and three (3) additional award terms of twelve (12) months for a total performance period of sixty three (63) months.

Offerors are encouraged to submit all questions regarding this acquisition in writing to the Contracting Officer. Please be advised that telephone calls will not be accepted.


Status Update: AWARD DETERMINATION

June 26, 2008 Based our comprehensive review of each proposal submission, the Agency has determined to award the task order for eRulemaking Application and Infrastructure Support to Booz Allen Hamilton, Incorporated (BAH) in the amount of $41,829,135.00. Each Millennia Industry Partner who submitted a proposal in response to this requirement will be afforded the opportunity for a feedback session. We wish to express our sincere appreciation for your interest in Environmental Protection Agency programs, and encourage you to continue responding to our future requirements.


May 7, 2008 Additional background documentation is provided per industry request. The Disaster/Coop Plan information requested is available to industry partners per-email request.

May 6, 2008 Amendment 0001 dated May 2, 2008 was sent to industry partners via the Millennia webpage on May 2, 2008. Amendment 0001 is posted to the EPA webpage today. Additional documentation is provided to industry partners concerning this solicitation. If there are any further questions from the Millennia Industry Partners regarding the solicitation or supporting documentation please submit them no later than May 7, 2008 at 12:00 pm EDT. The EPA allowed for a 46 day pre-solicitation comment period along with a 10 day soliciation comment period. The EPA cannot grant an extension at this time. Proposal submissions are due May 14, 2008 at 2:00 pm EDT.

April 30, 2008 clarifications (set 2 of 2) to the solicitation are posted today. Based on industry comment, (1) Past performance citations and Client Authorization letters maybe submitted in an Appendix, which does not count against the 50 page limiation. (2) Subcontractor information is requested for subcontracts expected to exceed $500,000.00 over the entire possible term of the task order. (3) Supplemental data requested is provided. A formal amendment to RFP will be posted no later than May 2, 2008.

April 25, 2008 - Initial clarifications (set 1 of 2) to the solicitation are posted today. Additional comments (set 2 of 2) will be addressed shortly.

April 24, 2008 - Please submit any additional comments with respect to this RFP no later than April 25, 2008.

1. The Performance Period for the RFP will be amended as follows:

  • Base Period July 1, 2008 - September 30, 2010
  • Award Term 1 October 1, 2010 - September 30, 2011
  • Award Term 2 October 1, 2011 - September 30, 2012
  • Award Term 3 October 1, 2012 - September 30, 2013

  • 2. Contractor's shall provide 10 hard copies of its response to the address provided in section L.16 of the RFP.

    April 16, 2008 - The comment period for this solicitation was revised to April 25, 2008.

    April 15, 2008 - The eRulemaking solicitation is released today, with a due date of receipt for submissions on or before May 14, 2008 at 2:00 pm local time.

    February 28, 2008 - April 14, 2008 - Draft Solicitation Documents were posted on the EPA webpage and available for industry comment.

    Additional-- Clarification Regarding Earned Value Management

    Per OMB Memorandum M-05-23, full implementation of an EVMS for IT investments includes compliance reviews of agency and contractor EVM systems. The EPA must determine that the contractors comply with the FAR clauses requiring EVMS in compliance with the ANSI/EIA Standard 748. In order to streamline the compliance review process EPA requires a letter from each contractor certifying that the FAR clauses related to EVM are being implemented. These activities include following the ANSI/EIA Standard 748 elements and establishing a timeline for receiving ANSI/EIA Standard 748 certification. A sample template of the contractor EVM compliance certification letter is provided. The Office of Acquisition Management (OAM) coordinated the collection of the initial contractor certification letters. For any new investments, the letter must be received at the same time the first quarterly EVM report is submitted.
