Welcome to the status page for RFQ-DC-09-CBD151 entitled National Street Centerline Data and Services. The Government anticipates issuing one (1) firm fixed price order effective September 1, 2009. Vendors are encouraged to submit all questions regarding this acquisition in writing to the contracting officer no later than August 14, 2009 at 12:00 PM (EDT). Status Update: AWARD NOTIFICATION: September 30, 2009 , the subject order was awarded to NAVTEQ Corporation in the amount of $1,374,495.00.
Status Update: August 14, 2009, The due date for receipt of submissions is extended to August 17, 2009 at 2:00 PM EDT. Please also be advised that the pricing per region is still based on an unlimited number of users. The regional requirement is only for the delivering the data clipped to the geographic coverage of the region.

Project Title: National Street Centerline Data and Services
Overview of Requirement: The United States Environmental Protection Agency (EPA) requires up to date street network data for the coverage area of the United States of America. Additionally, the EPA would like pricing for premium point of interest data as an option.
Product Requirements:
Street network and associated map layers, nationwide coverage, single data package, No less than one (1) Annual Update with pricing options by format as follows:
Optional Product Requirement: Fully attributed premium point of interest data, nationwide coverage, single data package, No less than one (1) Annual Update.
Optional Deliverable Data Packages: The contractor shall provide pricing for the following national & data packages. Where EPA Region is specified, the data package extract spatial domain shall include the core states and US territories listed below.

(Maine, Massachusetts, Vermont, New Hampshire, Rhode Island and Connecticut)

Quantity Required: One enterprise license agreement for any authorized EPA user(s) and use in EPA sponsored Intranet or Internet applications in up to 50 installations. Functional Requirements: The EPA requires a perpetual use license for street centerline and associated map layers for use in both public facing Internet and Intranet GIS mapping applications. The contractor will provide the following information for the United States Continental United States, Hawaii, Puerto Rico and U.S. territorial islands:
Geographic Data layers to include:
- • Census data at the Census Track level
• Census data at the Block Group level
• Census data at the Block level
Additionally, the contractor will meet the following requirements:
Evaluation Criteria
Service and Support Requirements: Provide phone and email customer-service technical assistance to EPA offices and NCC in the installation of the updated geospatial databases (as needed).
Software maintenance means services normally provided by a software company as standard services at established catalog or market prices, e.g., the right to receive and use upgraded versions of software/data, updates, and revisions.
The Contractor shall provide maintenance that meets these requirements:
- Support is available 24 hours per day/seven days a week/365 days a year
- Unlimited number of support requests
- Access support through telephone and World Wide Web
- Full access to vendor website
- Full access to vendor Knowledge Base and Discussion Forums
- Response time frames
- Critical (Severity 1): 30 minutes or less; 24x7
- Major (Severity 2): 4 business hours
- Minor (Severity 3): 8 business hours,
- Cosmetic (Severity 4) 12 business hours
Documentation Requirements:
Delivery Requirements: The Contractor shall deliver the required component within 10 days of award of the order. The data will be delivered on CD-ROM or DVD media
