The U.S. Environmental Protection Agency, Office of Pollution Prevention and Toxics, Design for the Environment Branch (OPPT/DEB) intends to award a sole source contract to the Yale University, Occupational and Environmental Medicine Program (YOEMP) for scientific research and development services involving the evaluation of common isocyanate-containing products used in school renovations (e.g. spray foam insulation, roofing, floor coatings, caulking materials) and the impact of such products on both human and environmental health.
In accordance with FAR Subpart 6.302, these services are considered to be available from only one source, as (1) YOEMP demonstrates a unique capability to provide the particular research services proposed; and (2) to establish or maintain an essential research or development capability by an educational, nonprofit institution. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. Notwithstanding, interested parties capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within fifteen (15) calendar days of the date of this announcement will be considered. A determination to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
