Notice of Intent to Award a Sole Source Purchase Order for Environmental Data System Support for Statistical Support and Consultation in the Area of Antimicrobial Test Methods

The US Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) intends to award a sole source purchase order for the Office of Chemical Safety and Pollution Prevention (OCSPP) Office of Pesticide Programs (OPP) Microbiology Laboratory Branch (MLB) under the authority of FAR part 13.106-1(b) to Montana State University (MSU) Center for Biofilm Engineering for statistical support and consultation in the area of antimicrobial test methods for a period of five years.
The Biological and Economic Analysis Division (BEAD)/Microbiology Laboratory Branch (MLB) has programmatic projects related to the development, standardization and assessment of laboratory test methods for measuring the efficacy of antimicrobial products. MLB is requesting statistical support and consultation from MSU using peer-reviewed statistical models and current statistical theories to analyze these unique methods. Limited laboratory support will also be required.
NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that MSU is the only source for this data that meets the Governments requirements. No other source has been located which can provide such unique qualifications and experience. Notwithstanding, any firm that believes it is capable of meeting EPAs requirement as stated herein, may submit its capability by 10:00 AM on Wednesday, November 27, 2013, which may be considered by the Government. A determination not to compete the purchase order based upon the responses to this notice is solely within the discretion of the Government.
