Notice of Intent to Award a Sole Source Purchase Order for Media Monitoring

The US Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) intends to award a sole source purchase order on behalf of the Office of the Administrator (OA) Office of External Affairs and Environmental Education (OEAEE) under the authority of FAR part 13.106-1(b) for media monitoring services to Critical Mention, Incorporated of New York, New York. The award will cover a period of one year and will include desktop user licenses (to include unlimited logins, searches and views; 20 auto-alert filters; 500 video emails per month; estimated audience/publicity date; report builder; and archive self service tool), four (4) content sets (including premium U.S. TV content, real-time radio, UK/Europe content; and Middle East content), and RSS topic feeds.

OEAEE requires Bloomburg and CNN broadcast content coverage as part of its media monitoring service, and Critical Mention is believed to be the exclusive distributor of that content. As such and in accordance with FAR part 13.106-1(b)(i), EPA intends to make award to Critical Mention.

NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that Critical Mention Inc. is the only source for this data that meets the Government's requirements. No other source has been located which can provide the content required. Notwithstanding, any firm that believes it is capable of meeting EPAs requirement as stated herein, may submit its capability by 5:00 PM on Friday, December 27, 2013, which may be considered by the Government. A determination not to compete the purchase order based upon the responses to this notice is solely within the discretion of the Government.
