Notice of Intent to Award a Sole Source Purchase Order to IHS Global, Inc.

NAICS Code:  511130.  The US Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) intends to award a sole source purchase order for the Office of Pollution Prevention and Toxics (OPPT) Economic and Policy Analysis Branch (EETD) under the authority of FAR Part 13.106-1(b) to IHS Global, Inc. for the 2014 subscriptions to two chemical market encyclopedias, the Chemical Economics Handbook (CEH) and the Specialty Chemicals Update Program (SCUP) The Economic and Policy Analysis Branch (EPAB) in EETD conducts economic analyses to support the decision making process in OPPT.  Economic analyses include market studies, financial feasibility studies, and industry sector studies.  These studies include preparing analyses of chemical markets, industry trends, chemical substitutes, chemical uses, and chemical manufacturers, processors, and users, as required to support regulatory program activities including the New Chemicals Program and the Existing Chemicals Program under the Toxic Substances Control Act (TSCA), as well as voluntary programs.  IHS Global's Chemical Economics Handbook and Specialty Chemicals Update Program provide a unique compilation of information on the chemical industry and on chemical applications necessary to support EPAB's analyses.  This information is not known to be available from any other source.  NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT.  It has been determined that IHS Global, Inc. is the only source for this data that meets the Government's requirements.  Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein, may submit its capability by 12:00 PM on Friday, March 7, 2014, which may be considered by the Government.  A determination not to compete the purchase order based upon the responses to this notice is solely within the discretion of the Government.  All questions or comments regarding this procurement shall be addressed in writing to Abbie Jemmott at Jemmott.Abbie@epa.gov .
