The purpose of this sources sought synopsis is for market research purposes to gain knowledge of potentially interested and qualified sources. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. There is no solicitation available at this time. Information should focus on the capability to provide the technical support services defined below. Standard company brochures are not desired.
The U.S. Environmental Protection Agency (EPA) Office of Pesticide Programs (OPP), Office of Information Technology and Resources Management Division (ITRMD), seeks to procure contractor support in the ongoing screening of Pesticide Registration Improvement Act (PRIA) and non-PRIA actions with reference to Pesticide Registration (PR) Notice 86-5 and its 21-day initial content screening process. Under the DDMS portion of this requirement, the selected contractor will perform initial review and information capture of pesticide regulatory applications and data package submissions, decisions and incident reports. In addition, OPP requires contractor support to complete Pesticide Product Label System (PPLS) notification review and data extraction within the Pesticide Registration Information System (PRISM) via the Label Use Information System (LUIS). Using PRISM-LUIS, the selected contractor will perform tasks associated with the management and operations of the LUIS label analysis, extraction functions and operations.
A draft Performance Work Statement (PWS) is available below. To evaluate the potential number of vendors capable of adequately performing under the DDMS/LUIS PWS, a thorough review of capability statements will be conducted. Interested parties who believe they have the ability to provide the required services are invited to supply a capabilities statement of no more than twenty (20) pages. Capability statements must include:
- Complete Business Name, including DUNS Number
- Contact Information (Respondent’s name and title, address, telephone, facsimile, e-mail)
- Business Size and Classification (small, small-disadvantaged, SBA Certified 8(a), HUBZone, service-disabled, veteran-owned etc).
Capability statements must address technical competencies and management/personnel experience relative to the key task areas detailed in the draft PWS.
The Government anticipates award of a firm-fixed-price contract with a one-year base period and three one-year option periods. The Government intends to issue the solicitation in March 2012 after a pre-solicitation notice is published as required by Federal Acquisition Regulation (FAR) Subpart 5.2. The procurement strategy will be determined in part by the responses to this notice.
