This is a Simplified Acquisition for Renewal of Subscription to Congressional Quarterly in the amount of $20,304.00, for three Licensed Users, for the period of performance from January 2012 through December 31, 2012, for the Office of Congressional and Public Affairs (OCPA).
The EPA Office of Inspector General (OIG) has a need to stay abreast of a select range of topics
affecting the OIG including specific and timely information on various Congressional actions
(e.g., proposed/pending legislation, committee coverage, and congressional testimony). There
is no evidence that CQ online access is otherwise available for OCPA use at EPA through its library
system. In addition, the "pick list" of services for this subscription is customized specifically to meet
OCPA's needs. Further, although other legislative information services exists, various limitations
and/or differences in focus or database lacks an extensive news and analysis function and the ability
to integrate documents and searches, which CQ provides for the specific requirements for EPA's
Office of General Counsel.
Under FAR Part 13.105 synopsis and posting requirements, this is neither a request for proposal nor a solicitation for offers.
