Current Status: Pre-solicitation synopsis was posted to Fedbizopps on April 21, 2009. The U. S. Environmental Protection Agency intends to negotiate a sole source purchase order with Dr. Peters at the University of Iowa for professional services for passive sampling assessment of spatial variability of PM10-2.5 for the Cleveland Multiple Air Pollutant Study (CMAPS). The circumstance permitting soliciting from a single source is FAR 13.106-1, "...contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available..." Interested persons seeking to challenge the sole source justification must present, in writing, clear and convincing evidence of their capability to provide the requirements within 15 days after the date of publication of this notice.
