ATTENTION POTENTIAL OFFERORS TO PR-HQ-07-11352 (CLARIFICATION):
EPA realizes that there were a couple of errors in the most recent postings to FedBizOpps regarding PR-HQ-07-11352. FedBizOpps Modification 03 references the wrong solicitation number in the description of this modification. It incorrectly stated "PR-HQ-07-10525" when it should have correctly stated "PR-HQ-07-11352". FedBizOpps Modification 04 contains an incorrect title of "C--R2 RAC 8(a) SDB" instead of a correct title of "C--R2 RAC SDVOB." As stated since the beginning of this requirement posting, one (1) small disadvantaged business 8(a) set-aside and one (1) service-disabled veteran owned set-aside will result from this single solicitation number PR-HQ-07-11352.

EPA plans to award 4 contracts to perform the RAC 2 Statement of Work in Region 2. EPA anticipates awarding two (2) full and open contracts (each with a total potential value of approximately $100M over 10 years), one (1) small disadvantaged business 8(a) set-aside, and one (1) service-disabled veteran owned set-aside, both 5 year contracts worth $20,000,000 each. All four contracts will be level-of-effort, cost-plus-fixed-fee (CPFF) contracts. The applicable NAICS Code is 562910 - Remediation Services. A pre-solicitation conference was held on May 18, 2007 at the Region 2 EPA's office located in New York.

NOTICE: As questions are submitted regarding the final RFPs, we will be posting the Q&As as quickly as possible. Some Q&As might result in a formal amendment to the RFP(s) which will be posted as well. It is offeror's responsibility to check this page for updates and answers to questions they may have submitted. There is no prohibition against a firm participating in both the RAC full and open competition and the two RAC small set-asides (8a and SDVOSB). All proposals will be evaluated in an identical manner and in accordance with the specified evaluation criteria. In the event the highest scored offeror under each procurement is comprised of any of the same team members, the source selection official has the latitude (per FAR 36.6) to consider selection of another of the ranked offerors. Rationale for considering such action could be the Governments goal to provide alternate sources for its requirements.
