The EPA's goal is to maximize compliance and reduce threats to public health and the environment by employing an integrated approach of compliance assistance, compliance incentives, and innovative civil and criminal enforcement. The Air Enforcement Division (AED), Office of Civil Enforcement, is responsible for judicial and administrative enforcement activities under the Clean Air Act. AED ensures the enforceability of rules promulgated under the Clean Air Act, including the 1990 Amendments. The Division provides national direction, leadership, and consistency in case selection, case development, and resolution and appeal of civil judicial and administrative enforcement actions pursuant to its statutory authorities.

Compliance monitoring is used to determine compliance with applicable laws, regulations, permit conditions, orders and settlement agreements; review and evaluate the activities of the regulated community; and determine whether or not conditions presenting imminent and substantial endangerment may exist. EPA has several systems and tools that provide enforcement and compliance data on a multimedia level. Environmental Justice is the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies.
