Maintenance Plan - Key Features

  • 1990 base year, 1993 attainment base, emissions budget through 2005
  • develop periodic emission inventories every 3 years beginning in 1996
  • operate the air monitoring network in accordance to 40 CFR 58 with no reductions in the existing network

Contingency Plan Trigger

  • violation of ozone NAAQS
  • evaluation of measures if periodic inventories exceed baseline emission inventory by more than 10 percent
  • evaluation of existing controls if air quality exceedance

Contingency Measures

  • petition EPA to opt into RFG
  • I/M
  • Stage II

Schedule

  • adoption of one or more measure(s) within 6 months of violation
